Rescinding COVID 19 Emergency Proclamation (All Wards) On February 28,2023, Governor Gavin Newsom ended the state's COVID-1 9 State of Emergency. The City of Bakersfield declared an emergency in response to the COVID-1 9 pandemic on March 19, 2020. The COVID-1 9 health situation has significantly improved, with a decline in cases and hospitalizations, and an increase in the vaccination rate. This resolution rescinds the COVID-1 9 emergency proclamation issued by the City Manager. Item N. Purchase of Chronic Nuisance Properties (Wards 1, 2, 3) City Council authorized real estate acquisition programs to facilitate economic development and purchase of chronic nuisance, blighted, vacant, or abandoned properties. This resolution authorizes the City to bid the minimum required bid to purchase Chronic Nuisance Properties at the upcoming Kern County Treasurer and Tax Collector tax sale. AGREEMENTS Item 7p. CaIVIP Cohort 3 Program Evaluation (All Wards) In September 2020, the Board of State and Community Corrections' (BSCC) awarded the City of Bakersfield a three-year $1,500,000 California Violence Intervention (CaIVIP) Cohort 3 grant to implement a Focused-Deterrence Model. This agenda item enters into an agreement with Transforming Local Communities, Inc. to conduct an in-depth and comprehensive final evaluation of the California Violence Intervention Prevention Program (CaIVIP) Cohort 3 grant award program objectives. Item 7q. Comprehensive Park Study of Downtown & Old Town Kern (Ward 2) The City of Bakersfield's Economic and Community Development Strategy identified a need for an updated parking study for both the Downtown core and Old Town Kern areas. This agenda item interest into a design consultant agreement with Ardurra Group, Inc for a comprehensive parking study of the Downtown and Old Town Kern areas of Bakersfield. BIDS Item 7af. Installation of Flashing Beacons Near Schools (Wards 1, 4, 7) The City of Bakersfield received funds from the Highway Safety Improvement Program (HSIP), Utility Surcharge Fund (UTF), and American Rescue Plan to install yellow flashing beacons near schools. This item accepts a bid and approves a contract with Loop Electric, Inc.to install yellow flashing beacons near Norris Middle School and near Palla Raffaello Elementary School. PUBLIC SAFETY/VITAL SERVICES MEASURE Item 7al. Niles and Monterey Corridor Complete Streets Improvements (Ward 2) The Niles & Monterey Corridor Improvement Project will design Complete Streets Improvements with enhanced pedestrian, bicycle, and other multimodal safety and capacity improvements; improved signage and street lighting, ; storm drainage; pavement markings; and aesthetic improvements to landscaping and hardscaping. This item awards a design consultant agreement with Kimley-Horn and Associates, Inc. for the 30%design of the Niles and Monterey Corridor Improvements Project and transfers $1 million from the Community Revitalization Project to the Niles and Monterrey Corridor Improvements Project. Item 7am. Garces Memorial Circle Enhancement Proiect(Ward 3) In 2018, the City of Bakersfield entered into an agreement with Alta Planning + Design, Inc. for the development of the Bakersfield Bicyclist and Pedestrian Safety Plan, and the design of other conceptual layouts. In 2022 the City was awarded the Clean California Local Grant for the Garces Memorial Circle Enhancement Project which includes a public art installation, landscaping, lighting, traffic calming elements, and enhanced bicycle and pedestrian facilities. This item expands the scope of work of Alta Planning + Design Inc. and increases compensation to include the design of the Garces Memorial Circle Enhancement Project. NEW BUSINESS Item 12a. Fiscal Year 2022-23 Mid-Year Budget Recommendations (Ward 2) The City of Bakersfield's Mid- Year Budget appropriates remaining year-end funds to new and existing programs and activities. The City's FY 2021-22 year-end General Fund available balance is $6 million. The City's FY 2021-22 year-end Public Safety & Vital Services Measure available balance is $18 million. These figures are comprised of revenues that exceeded revised projections, savings from positions that were vacant for any part of the year ending on June 30, 2022, and appropriations within operating budgets that were not encumbered or expended by June 30, 2022. Staff recommends the strategic use of these one-time funds to allocate $7,676,813 to several major City Strategic Programs: • $2,626,813 allocation towards Affordable Housing Trust Fund • $1.1 million allocation for Private Security Services • $150,000 allocation to the Clean City Teams Software System Purchase • $300,000 allocation to the Family Reunification Initiative • $300,000 allocated toward a Shopping Cart Containment Subsidy Program • $600,000 allocation for the Police Department Training Facility Payment • $1.6 million allocation to the City Rainy-Day/Cash Basis Reserve Fund • $300,000 allocation for the Animal Shelter Operating & Capital Improvement Projects • $300,000 allocation to the Park Amenities and Renovation Improvements (PART) Fund • $400,000 allocation to Support Funding for Endangered Species Act (ESA) Compliance Staff will also recommend: $100,282 in ongoing funds for one full-time Code Enforcement Officer I/II and related startup costs, funded from the Kern County Illegal Dumping Funds and the State Waste Tire Enforcement Grant. • $1,329,389 appropriation to the Recreation & Parks Department for the Land and Water Conservation Fund grant for the Kaiser Permanente Sports Village Phase 4 project. This item approves the FY 2022-23 Mid-Year Budget Appropriations.
