One Appointment to San Joaquin Valley Air Pollution Control District Governing Board (All Wards) City Council plans to make one appointment to the San Joaquin Valley Air Pollution Control District Governing Board. Item 6b. One Appointment to Historic Preservation Commission (All Wards) City Council plans to make one appointment to the Historic Preservation Commission for a three-year term. RESOLUTIONS Item 7e. Office Wellness and Mental Health Grant Program (All Wards) In 2022, the Bakersfield Police Department was awarded a Board of State and Community Corrections (BSCC) Officer Wellness and Mental Health Grant in the amount of$305,405.96. This agenda item will accept the full grant amount and appropriate $305,405.96 to the Police Operating Budget within the General Fund. AGREEMENTS Item 7i. Entrepreneurship Ecosystem Technical Assistance and Grant Program (Wards, 1,2, 3) In 2021, the City of Bakersfield received a$2 million direct allocation from the American Rescue Plan Act for economic recovery and revitalization. The City allocated $500,000 of these funds for the development of a Entrepreneurship Ecosystem Technical Assistance and Grant Program to provide technical assistance and capital for entrepreneurs, start-up businesses, and small business within Qualifying Census Tracts (QCTs). This item executes agreements with the CSIJI Bakersfield Small Business Development Center and Division of Extended Education and Global Outreach ($94,411), Kern Community College District ($350,439), and Kern County Black Chamber of Commerce ($55,150) for start-up and small business technical assistance. Item 7o. National Institute for Criminal Justice Reform Agreement for CaIVIP (All Wards) In 2020, the Board of State and Community Corrections (BSCC) awarded the City of Bakersfield a $1.5 million California Violence Intervention and Prevention (CaIVIP) Cohort 3 Grant to implement a Focused-Deterrence Model. The City identified a need to conduct a client needs assessment, cost of violence analysis, develop operational components, and provide project management services. This agenda item enters into an agreement with the National Institute for Criminal Justice Reform (NICJR) to provide the services mentioned above for an amount not-to-exceed $130,000 from the $1.5 million CaIVIP Cohort 3 Grant. Item 7p. Recuperative Care Dorm at Brundage Lane Navigation Center (Ward 2) In 2020, the City of Bakersfield opened the Brundage Lane Navigation Center(BLNC) to provide 150 city-funded shelter beds and wrap around services for homeless individuals including medical health, mental health, and social services. Mercy House is the BLNC shelter operator and has an agreement with Kern Medical to provide a full scope of healthcare services to residents including respite care, immunizations, and access to primary healthcare.This agenda items amends the lease agreement with Kern Medical to include a new recuperative care dorm at the BLNC. Item 7q. Homeless Intervention Services (HIS) Day Center (Ward 2) In 2022, City Council approved an agreement with The Mission at Kern County (TMKC) to remodel and upgrade the Homeless Intervention (HIS) Day Center. This agenda item increases compensation to The Mission for a new not-to-exceed amount of $1,050,000 and appropriates the full amount from the General Fund balance to the General Fund Economic and Community Development Operating Budget. HEARINGS Item 9a. Amendment to US Department of Housing and Urban Development Action Plan (All Wards) In September 2021, the US Department of Housing and Urban Development (HUD) conditionally allocated $5.46 million to the City of Bakersfield in HOME-American Rescue Plan (ARP) funds. City staff developed a draft HOME-ARP Funding proposal, made the draft available for public review, and found the HOME-ARP Allocation Plan meets all community and regulatory requirements. This agenda item is a public hearing to consider Action Plan Amendment No. 5 to the HUD Action Plan-Fiscal Year (FY) 2021-22 for the HOME- ARP Allocation Plan and authorizes the City Manager to execute all documents required to submit the Allocation Plan prior the HUD deadline of March 31, 2023. REPORTS Item 10a. 2045 General Plan Update (All Wards) City Council will receive an update on the 2045 General Plan. This agenda item will receive and file the report.
