Planning Commission Appointments (Wards 1 and 7) City Council plans to make two appointments to the Planning Commission for Council Wards I and 7. AGREEMENTS Item 7j. Remote Trailer Camera Units for Parks (All Wards) On April 6, 2022, City Council approved the purchase of two (2) mobile trailer solar camera units to improve security at City parks. This agenda item revises the total compensation amount for the purchase of the units to account for sales tax costs. PUBLIC SAFETY AND VITAL SERVICES Item 7aa. Safe Route to School: Monitor South High to Golden Valley Along Monitor (Wards I and 7) The City of Bakersfield is proposing Safe Route to Parks and Schools improvements along Monitor Street between South High School (White Lane) and Golden Valley High School (Hosking Ave). The project will transform Monitor Street into a safer corridor by implementing street improvements such as traffic calming, enhanced pedestrian crossings, improved signage and lighting, more resilient pavement markings, ADA modifications, median modifications, and sidewalk improvements. This agenda item enters into a design consultant agreement with Kimley-Horn and Associates, Inc. for surveying operations, conceptual designs, community outreach, seeking additional sources of funding, and 30 percent design plans. REPORTS Item I Ia. Fiscal Year 2023-24 Proposed Budget Overview(All Wards) City staff will provide Council with a high-level report of the Fiscal Year (FY) 2023-24 proposed budget. This is the first of five scheduled City Council meetings and workshops that will include discussions of the FY 2023-24 budget.The City continues to enhance opportunities for the public to gain access to budget presentations and information. All budget presentations made over the next five meetings will be posted on the City's budget web page at: https://www.bakersfieldcity.us/180/City-Budget. This agenda item receives and files the first report. NEW BUSINESS Item 12a. Affordable Housing Financing and Incentive Action Plan (All Wards) The City of Bakersfield applied for a Senate Bill 2 Planning Grant to develop an Affordable Housing Financing and Incentive Plan. The City worked with ECONorthwest to create an Affordable Housing Financing and Incentive Plan that includes four core strategies and 21 actions, designed to move Bakersfield forward in addressing its greatest challenges in the provision of affordable housing. This agenda item accepts the Affordable Housing Financing and Incentive Plan in accordance with the SB 2 grant application scope of work and directs staff to implement deliverables.
