REPORTS Item 3a. 6th Community Choice Aggregation (All Wards) City staff will provide a presentation to Council on Community Choice Aggregation (CCA). This item receives and files the presentation, and recommends Council undertake a feasibility study to examine CCA's effectiveness. Economic Opportunity Area Grant to Clerou Tire for $XX,XXX (Ward 2) The City of Bakersfield's (City) Economic Opportunity Area (EOA) Incentive Program promotes business growth and redevelopment in EOAs with financial assistance such as grants and development assistance. The City received an EOA grant application from Clerou Tire Company (530 E. 21st St) for facade and site improvements including exterior paint upgrades to the building and replacing existing chain-link fencing with upgraded wrought iron fencing. These improvements would assist a longstanding business with attracting and serving customers and create a positive visual impact in the community.This agenda item recommends approval of the grant agreement for the full amount of $86,325. PUBLIC SAFETY AND VITAL SERVICES Item 7u. Affordable Housing Development-Renaissance at Baker(Ward 2)The Housing Authority of Kern's (HACK) Renaissance at Baker project is proposing to construct 85 multi-family units of affordable housing at 1001 Baker Street in Old Town Kern. HACK is requesting $1.35 million in HOME Investment Partnerships Act funds, $1.2 million in American Rescue Plan Act funds, and $1.8 million from Public Safety and Vital Services funds for the construction of the project. This agenda item recommends approval of a $4.35 million agreement with HACK to develop 85 multi-family housing units of affordable housing for the Renaissance at Baker project between June 2023 and December 2024. PUBLIC HEARINGS Item 8b. Economic Opportunity Area Grant to James Narducci (Ward 2) The City of Bakersfield's (City) Economic Opportunity Area (EOA) Incentive Program promotes business growth and redevelopment in EOAs with financial assistance such as grants and development assistance. The City received an EOA grant application from James Narducci, dba Amestoy Hotel (622 E 215t St), for facade and site improvements including lead abatement, upgrading windows and downspouts, canvasing awning installation, limestone coating, and brick. These improvements would assist a longstanding business with attracting and serving customers and create a positive visual impact in the community.This agenda item is a public hearing to consider a EOA grant for James Narducci for the full amount of$106,317.57.
