AGREEMENTS
Item 7v. Homeless Prevention Services_(All Wards) The City received $717,269.48 in reallocated
Emergency Solutions Grant CARES Act 2 (ESG-CV) funds from the US Department of Housing and Urban
Development (HUD).The City plans to use these funds to support homeless prevention services across the
City. This agenda item enters into a $700,000 agreement with the Open Door Network for homeless
prevention services such as housing costs and case management.
Item 7w. Rental Assistance to Homeless Youth (All Wards)The City of Bakersfield received funds from the
Homeless Housing, Assistance and Prevention (HHAP-1) grant to address the City's immediate
homelessness challenges. The City entered into an agreement with the Housing Authority of the County
of Kern to provide rental assistance services for homeless youth households. This agenda item extends the
term limit of the agreement to March 30, 2024.
Item 7x.Transformative Climate Communities (Wards I and 2)The City of Bakersfield is applying to Round
4 of the Transformative Climate Communities (TCC) program. The City entered into an agreement with
TDH Associates International (TDH) to provide consulting services for application development activities
and technical assistance. This agenda item extends the performance period of the agreement to
December 31, 2023 so TDH can help the City compete in Round 4 of the TCC due August 1, 2023.
PUBLIC SAFETY AND VITAL SERVICES
Item 7aj. Kerntown Motel's Redevelopment to Affordable Housing (Ward 2) The Kerntown Motel is a 28-
unit residential facility on the southwest corner of Sumner St. and Baker St. The Wakeland Housing and
Development Corporation (Wakeland) is proposing to enter into a purchase and sales agreement for the
acquisition of the Kerntown Motel property and conversion of the facility into deed-restricted affordable
housing.This agenda item enters into an agreement with Wakeland for$418,500 in PSVS funds for the pre-
development costs associated with the acquisition and redevelopment of the Kerntown Motel.
CONSENT CALENDAR PUBLIC HEARINGS
Item 8a. Refuse and Recycling Rates for Fiscal Year 2023-24 (All Wards) In 2021, the City hired HF&H
Consultants, Inc. to analyze the financial condition of the Refuse Fund and prepare a Solid Waste Rate
Study. In 2022, City Council approved a five-year refuse and recycling rate increase. This agenda item is
a public hearing to consider a resolution to adopt an increase in FY 2023-23 refuse and recycling rates,
and a resolution providing for the collection of residential and commercial refuse and recycling charges
by the Kern County Auditor-Controller's Office.
Item 8b. Sewer and Storm Sewer User Rates for Fiscal Year 2023-24(All Wards)In 2021, the City hired HF&H
Consultants,Inc.to conduct a cost-of-service analysis and recommend equitable sewer rate adjustments
of the City's Sewer Enterprise Fund. In 2022, City Council adopted a resolution that proposed increases
based on a consumer price index (CPI) for FY 2023/24 through FY 2026/27.
