Fiscal Year 2023-24 Work Plan(All Wards)Staff will provide feedback and direction to City Council on the Fiscal Year 2023-24 Work Plan in support of Council Priority Initiatives. REGULAR MEETING —5:15 P APPOINTMENTS Item 6a. Appointment of Delegates to Leaque of California Cities (All Wards) City Council will appoint a voting delegate and alternate delegate to the 2023 League of California Cities (CalCifies) Annual Conference and Expo. ORDINANCES Item 7c. First Reading of Various Ordinances (All Wards) City departments periodically request minor changes to the Bakersfield Municipal Code (BMC) to correct typographical errors, comply with new rules and regulations, or reflect current practice. This agenda item is the first reading of proposed ordinance amendments on the following topics: the sale of surplus real property; cabaret permit appeals; food vending vehicles; construction by builder; and adjustment of fees. AGREEMENTS Item 7k. Greenfield Union School District - School Resource Officer Program (All Wards) In 2018, the Bakersfield Police Department (BPD) and Bakersfield City School District implemented a pilot project to engage two full-time school resource officers (SRO) dedicated to BCSD schools.This partnership aimed to reduce chronic absenteeism, chronic truancy violence, drug and alcohol use, gang involvement, bullying, and harassment in the community. Due to the success of the program, BPD and Greenfield Union School District (GUSD) desire to work together to address these issues on a more permanent basis. This agenda item will enter into an agreement with GUSD to place one full-time SRO on location for a faster and more consistent police presence. Item 7q. SR-99 and SR-58 Interchange Project (Wards 1 and 2) For several years, the City of Bakersfield, California Department of Transportation (Caltrans), and Kern Council of Governments (Kern COG) have collaborated and coordinated efforts to complete the State Route 99 (SR-99) and State Route 58 (SR-58) interchange. This agenda item authorizes the creation of a new SR-99 and SR-58 Interchange Project, transfers $450,000 of project savings to the new Interchange Project and approves an agreement with Parsons Transportation Group for the preparation of a project report and environmental support. MISCELLANEOUS Item 7x. 2022-23 Grand Jury Report Response (All Wards) In 2023, the Kern County Civil Grand Jury issued a report to the City of Bakersfield titled: Public Safety and Vital Services Committee - Measure N - Is it Working? The report addresses 11 findings and seven recommendations including the orientation of Committee members, role of the committee, and process and timelines. This agenda item approves a response letter to the Civil Grand Jury from the City of Bakersfield. Item 7y. Purchase of Real Property-800 Bakers St. (Ward ) In 2018, Bakersfield Rescue Mission, DBA The Mission at Kern (The Mission), acquired title to 800 Baker Street in Old Town Kern. This property is located within an Economic Opportunity Area but has sat vacant since its acquisition. One of the City's Key Initiatives is to seek and target areas for redevelopment of underutilized properties. This agenda item enters into an agreement with The Mission for the purchase of Real Property located at 800 Baker Street. Item 7z. Traffic Calming Elements through Bowman Asphalt, Inc. (All Words) In February of 2023, City Council approved the Neighborhood Traffic Calming Program (NTCP). NTCP aims to reduce vehicle speeds, reduce the number and severity of traffic collisions, reduce traffic volumes and vehicles cutting through residential areas, improve safety for pedestrians and cyclists, and improve overall quality of life. Bowman Asphalt, Inc. (Bowman) is the City's on-call contractor for earthmoving and equipment. This agenda item amends Agreement 2023-100 with Bowman to add the construction of traffic calming elements to the scope of work.
