This class provides direction to staff for day-to-day activities and provides complex project management scope. It is distinguished from the Technology Development Manager - Police in that the Manager has full unit oversight as well as performs a wide variety of professional level and strategic duties. MINIMUM QUALIFICATIONS: Knowledge of: • Project management principles and planning methods; • Effective research and requirements gathering techniques; • Customer service and collaborative problem -solving techniques and practices; • Business analysis strategies; • Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with minimum direction; • Computer operating systems, programming language, hardware and system administration related to law enforcement use. • Problem solving with an ability to anticipate problems and develop solutions on a deadline. Ability to: • Manage multiple projects and responsibilities with excellent organizational skills; • Develop and maintain effective working relationships with City staff, Divisions, and Departments; • Communicate effectively both verbally and in writing; • Carry out tasks and assignments independently with careful attention to detail; • Train staff on the proper use of assigned products or systems; • Work with the goal of providing excellent customer service; • Exercise independent judgment and initiative within established guidelines; • Work both independently and in a team -orientated, collaborative environment; • Exhibit and represent the values of the department; • Prioritize and manage work against critical project timelines in a fast -paced environment; • Work in a fluid environment, stay flexible, quickly adjust, and readjust when needed; • Maintain confidential information; • Use a variety of software development and maintenance languages and tools related to law enforcement technology; • Manage and track project procurements and budgets; • Read, interpret and apply complex technical publications, manuals and other documents; CLASS TITLE: TECHNOLOGY DEVELOPMENT SUPERVISOR- POLICE (continued) 57162 • Analyze computerized systems and design ways to modify the system to improve the efficiency and effectiveness of the system processes; • Program in various computer languages and utilize various software development tools to create and modify computerized systems; • Manage both in-house and outside vendor computer related projects in a time and cost effective manner; • Perform administrative and maintenance functions for Police systems; • Ability and willingness to learn and adapt to new software or tools as needed. Training and Experience: • Associate's degree from an accredited college or university in Computer Science, Information Technology, Business or Public Administration or related field; AND • Two (2) years of recent experience implementing and managing integrated information systems changes or projects; OR • An equivalent combination of training, certification and experience which provides the capabilities to perform the described job duties. Licenses, Certificates and Special Reauirements: • Possession of a valid California Class "C" driver's license. • Must be able to pass an extensive police background check. Physical Conditions or Special Working Conditions: • Standard office environment and working conditions. • Travel by vehicle to different work sites. • Must be willing to work varied hours including, holiday, evening, and weekends as assigned.
