Bakersfield Community Land Trust (All Wards) On September 13, 2023, Vice Mayor Andrae Gonzales made a referral to establish and form a Bakersfield Community Land Trust (CLT) to address homelessness and affordable housing in Bakersfield. CLTs are non-profit organizations that secure affordable housing by acquiring properties, retaining ownership of the land, entering 99-year leases to those who live in the homes built on it, and ensuring the buildings remain permanently affordable to low- income households. This agenda item authorizes the establishment and formation of the Bakersfield Community Land Trust. Item 7e. COVID-19 Related Mandates (All Wards) On September 13, 2023, Councilmember Weir requested City staff return to Council with a Resolution that declares the City will not impose any government mandates that area direct result of COVID-19 or any variants. This includes mandates related to wearing a mask, distance requirements and administration of vaccines. In response, the City Attorney's Office prepared a Resolution declaring any COVID-19 related mandates unenforceable. AGREEEMENTS Item 71. Gun Violence Reduction with Community Action Partnership of Kern (All Wards) In 2020, the Board of State and Community Corrections (BSCC) awarded the City of Bakersfield a $1.5 million California Violence Intervention and Prevention (CaIVIP) Cohort 3 Grant to implement a program that reduces violence city wide and strengthens community -police relations. In 2022, BSCC awarded the City a $3 million CaIVIP Cohort 4 Grant to implement a socioecological model focused on using a public health approach to expand the City's gun violence reduction strategies. This agenda item enters into an agreement with Community Action Partnership of Kern to provide immediate incident response and mediation to prevent retaliation between individuals and groups within the City. Item 7m. Fair Housinq Program Services (All Wards) As a recipient of U.S. Department of Housing and Urban Development (HUD) entitlement grant funding, the City is required to identify impediments to fair housing, prevent housing discrimination, and affirmatively further fair housing at least once every five years. The City conducted an Analysis of Impediments to Fair Housing (AI) which achieves compliance with HUD requirements and identifies a need for the City to expand its fair housing services. This agenda item enters into an agreement with the Greater Bakersfield Legal Assistance, Inc. to provide fair housing program services pursuant to the City's Analysis of Impediments to Fair Housing Choice. Item 7o. Canal, Basin, and Sump Litter Removal Services (All Wards) In 2018, the City of Bakersfield entered into an agreement with the Bakersfield Homeless Center for the removal of brush, trash, and tumbleweeds along basins, sumps, canals, and City facilities. This agenda item amends Agreement No. 18-174 with the Bakersfield Homeless Center to increase compensation through December 31, 2023.
