Subject: Waiver Request for the Assistant Police Chief Testing Process
I am submitting this memorandum for the purpose of being considered for a waiver to
allow me to test for Assistant Police Chief. At present, I have been a Police Lieutenant
for 32 months (9 months as an acting Lieutenant and 23 months as a Lieutenant). I have
completed P.O.S.T. Management School. During the time I was an acting Lieutenant. I
acted with the full authority of a BPD Lieutenant, with all the responsibilities associated
with the rank. California P.O.S.T. does not recognize acting time when calculating the
two years required to apply for the P.O.S.T. Management Certificate. so I will not yet be
allowed to apply for my Management Certificate until 10/25/23. Based on these facts, I
am requesting a waiver so that I may participate in the testing process for Assistant
Police Chief.

CLASS TITLE: OPERATIONS SUPPORT MANAGER - POLICE
CLASS SUMMARY:
Under general direction, plans, directs and integrates the operations of the Police
Support Services division; participates in the development and implementation of
strategic goals, operations and service objectives of the Police Department; provides
professional advice to police management on the operation and staffing of Police
Department communications, and property functions; and performs other duties as
assigned.
REPRESNTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties:
• Oversees, plans, organizes, staffs, directs, and controls the operations of the
Department administrative unit which may include, but is not limited to, those
services related to fiscal, personnel, communications center management,
records management, property management, and/or identification services;
• Selects, assigns, trains, directs, and evaluates staff, professionals, supervisors, and
others; assures proper training and guidance for staff; identifies and maintains
standards of staff proficiency for specialized functions;
• Monitors Unit budget; analyzes budget data to identify and project resource
needs; requests needed resources; may develop grant proposals and/or monitor
grant -funded programs; monitors and approves budget expenditures within limits
of authority; prepares complex statistical and narrative reports, correspondence,
and other documents;
• Coordinates assigned activities with management/staff, City officials/managers,
other City employees, and outside agencies; may participate on committees and
task forces as assigned, attends meetings, conferences, and workshops as
assigned; may testify in court and/or before legislative bodies;
• Assures Unit compliance with and enforcement of applicable Federal, State, and
local laws, ordinances, and codes;
• Provides day-to-day leadership and works with managers and staff to ensure a
high-performance, customer service -oriented work environment that supports
achieving the department's and the City's mission, objectives and values; applies
process improvement and quality management principles to assigned areas of
responsibility;
• Through subordinate managers, ensures staffing and operational compliance with
local, state and federal laws and regulations governing police dispatch and
emergency communications, detention, property and evidence, and records
management services; ensures compliance with Department of Justice
requirements regarding the input, accessing and use of data;
• Plans, directs and implements special projects and assignments;
• Stays up to date on legislative changes, trends and resources affecting areas of
assigned responsibility,

Prepares City Council agenda reports and resolutions and makes presentations to
the Council and commissions;
Performs research and analysis and prepares a variety of studies and reports;
Represents the Police Department to other departments, elected officials,
professional associations, and community groups and outside agencies.
DISTINGUISHING CHARACTERISTICS:
The Operations Support Manager is a single -incumbent, civilian management position
responsible for managing and directing multiple Support Services units or details of the
Police Department. The incumbent directs the operations of the Police
Communications, Property and Facilities, Fleet and Records units. Assignments are
broad in scope, and results are evaluated in terms of accomplishment of goals and
objectives within budget parameters.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Principles and practices of modern public administration including planning,
organizing, staffing, directing, and evaluating;
• Principles and practices of leadership, motivation, team building, and conflict
resolution;
• Principles and practices of supervision, training, and personnel management;
• Principles and practices of labor relations and employee relations;
• Administrative principles and methods, including goal setting, and program
development and implementation;
• Advanced principles, practices, methods, and techniques of public safety in
records management, technology, and property management, depending
upon area of assignment;
• Current literature, laws, regulations and developments, as well as various
agencies that impact public safety services in area of assignment;
• Research methods, report writing techniques, statistical concepts and methods,
principles and techniques of project management:
• Applicable federal, state and local laws and regulations;
• Research methods, analysis techniques, and report preparation,
• Basic computer applications and software related to areas of assignment.
Ability to:
• Plan, organize, and direct the work of program staff;
• Select, train, motivate and evaluate assigned staff;
• Develop, implement and interpret goals, objectives, policies, procedures, work
standards, and internal controls;
• Analyze complex problems, evaluate alternatives and make sound, creative
recommendations:

• Communicate effectively in both oral and written form, sometimes to large

• Utilize computer systems and related software programs;
• Interpret and apply City personnel policies and procedures, including civil service
system rules and regulations, and applicable local, state, and federal legislation.
Training and Experience:
• A Bachelor's Degree from an accredited college or university with major
coursework in public administration, business administration, or public safety
administration, or a related field; AND
• Four (4) years of increasingly responsible professional administrative experience,
including experience in employee supervision and program development and
implementation. OR
• An equivalent combination of training and experience which provides the
capabilities to perform the described job duties may be substituted.
Licenses, Certificates, or Special Requirements:
• Possession of a valid California Class "C" driver's license.
• Must successfully complete required pre -employment background investigation.
Physical Conditions or Special Working Conditions:
• Standard office environment and working conditions.
• Remote site visits may be required.
