Non -Agenda Item Public Statements — Ed Flickinger brought up illegal dumping on private property. The area is beyond the dead-end of College Ave. and Valencia Dr. He previously brought the area up with Luda Fishman. Luda Fishman told him that the Solid Waste Division cannot clean it up due to it being private property and not suitable for Solid Waste fleet. He again asked the KBBC to consider this area for a volunteer cleanup. KBBC reiterated that it doesn't plan to clean up this private property. III. Approval of Friday, September 8, 2023 Regular Meeting Minutes — Vice Chairperson Motion to approve: Heather Pennella Second: Zechariah Garcia Motion passed unanimously IV. New Business A. Vote for Anti -Litter PSA Campaign Message(s), Advertising Slogan, and/or Tagline — KBBC Per last KBBC meeting task, Brooks Douglass requested co -branded billboards featuring Clean California and KBB. Douglass has no new mockups to present. Sophia Felix requested a motion to use the Clean California slogan and cobrand with KBB for billboard placement this fall. Meanwhile, KBBC could seek a vendor to create a local slogan and campaign to launch in the new year. Jessica Felix summarized that the State of California is using the slogan Zero Litter is the Goal statewide with the tagline Let's do it. Together. This state messaging is the result of Clean California contracting a public relations team for marketing. That team subcontracted Keep America Beautiful. Motion to proceed with either of the 2 mockups shown for placement fall 2023: Heather Pennella Second: Matthew Martin Motion passed unanimously IF7- ZERO LITTER BaklersheldGoal.Litter, IS THE GOAL Motion to contract an advertising agency (preferably a local agency) to create a slogan and marketing campaign: Heather Pennella Second: Manny Ramirez Motion passed unanimously Task: Staff will seek billboard placement quotes again for fall with the state slogan as soon as possible and soon for an original slogan and marketing. B. Pacific Gas and Electric Company $10,000 Sponsorship and Request to Volunteer — Vice Chairperson Pacific Gas and Electric Company wants to do a check presentation and a litter cleanup for KBB. They don't have to be the same day. Pacific Gas and Electric Company prefers a weekday. October 19 and October 21 are not options. KBBC wants to suggest tying the check presentation in with America Recycles Day on Saturday, Nov. 4. Task: Staff will notify KBBC of confirmed date and time of check presentation and litter cleanup. C. 192h Annual Make A Difference Day, Saturday, October 21, 2023 —Vice Chairperson 1. Vote to select start and end times of event. Motion for the public event to be from 8 a.m. to 10 a.m.: Ray Scott Second: Zechariah Garcia Motion passed unanimously 2. Set KBB leads for litter cleanup, plantings, illegal signage removal, and any added volunteer activities. a. Ward 1 volunteer meeting point: Greenfield Walking Group Garden [5224 Jonah St.] and to be determined Planz Park [1601 Planz Rd] at the H St. corner. Harwant Gill said there will be various garden tasks and litter cleanup with the Greenfield Walking Group Garden members and other volunteers. Manny Ramirez said that a litter cleanup with Greenfield Walking Group members may also start at Planz Park for the park and immediate neighborhood. Paul Yanez, Manny Ramirez, and Noe Garcia will represent KBB. Ward 2 volunteer meeting point: Fox Theater [2001 H St.] and to be determined at the David Nelson Pocket Park [1511 Niles St]. Fox Theater set up starts at 7:30 a.m. Ray Scott, Heather Pennella, Zechariah Garcia, Brooks Douglass, and Cathy Butler will represent KBB. KBBC Tasks: • All KBB leads participating need to get appropriate liability waiver for activity completed by volunteers and notify staff which corners litter cleanup bags are left to be hauled. • Ray Scott will order succulents and update Luda Fishman. Ray will also set up the Fox Theater meeting point. • Heather Pennella will pick up gardening hand tools from John Enriquez and lead succulent planting. • Cathy Butler will lead illegal signage removal. • Paul Yanez will lead Greenfield Walking Group Garden neighborhood activities. • To be determined if Zechariah Garcia will participate with Children First for a litter cleanup in the David Nelson Pocket Park neighborhood or Chester Avenue where KBBC adopted. Staff Tasks: Jessica Felix will buy 4 scrapers for illegal signage removal. Rick Anthony will determine City planters for succulents. D. Special Projects and Programs Funding Update — Staff: Tabled 1. Vote for any outreach and/or supplies funding requests up to $2,000 in support of Make A Difference Day. Motion to approve up to $100.00 for scrapers and post event social media: Brooks Douglass Second: Heather Pennella Motion passed unanimously Vote to use $100 for booth at Third Thursday, at Central Park on Thursday, October 19, 2023, from 5:30 — 8:30 p.m. Motion to use $100 to have a booth: Brooks Douglass Second: Zechariah Garcia Motion passed unanimously Task: Heather Pennella will be the lead for the booth. Harwant Gill and Cathy Butler will help. 3. Vote to set Great American Cleanup (GAC) budget for sponsorship opportunity promotion(s). Motion to pay for printing of sponsorship levels and benefits flyer printing and insertion into Solid Waste commercial billing for November mailing: Ray Scott Second: Matthew Martin Motion passed unanimously Task: Staff gets printing and mail insertion quotes. 21s' Annual GAC, Saturday, April 27, 2024 —Vice Chairperson 1. Review 2023 sponsorship levels and benefits. Staff provided a handout to KBBC. 2. Vote for 2024 sponsorship levels and benefits. Motion to continue sponsorship levels and benefits: Brooks Douglass Second: Ray Scott Motion passed unanimously 3. Schedule 2024 GAC Committee meetings. The first GAC meeting will be November 3, 2023 at noon via Teams and in person. Task: Jessica Felix will schedule the Teams option and the in person venue option. Task: Yasmin Vargas Andrade will update the KBBC/Advisory Board roster and share with the group. Vote to Apply for $15,000 Grant from Clean California for Completing a Clean California Neighborhood Transformation Beautification Project to Take Place This Spring. — Staff The project requires 100 or more volunteers to do neighborhood beautification, greening and litter cleanup projects in a short period of time, preferably on a single day in spring 2024. Although not requirements, the grantor prefers an underserved neighborhood, and that the proposal focuses on beautification and greening. The grantor would also like to include the project as part of the Great American Cleanup. Ward 1 Ideas: Manny Ramirez said that Councilmember Eric Arias and Noe Garcia would like to make improvements to Planz Park including a wall mural honoring Civil Rights leaders and the neighborhood. He said there would be a litter cleanup and there is potential with schools in the neighborhood. Jessica Felix said that KBBC would need to get permission to do wall murals again, and that the KBBC does not have the rights to do murals depicting the likeness of historical figures, celebrities, or brands. Ward 2 Ideas: Rick Anthony said that Lowell Park could be a collaboration option that KBB could leverage in March 2024. Recreation and Parks currently has improvement plans there for spring. Eveyln Young Spath said that the community garden that KBB cofounded at the corner of 41h St. and Eye St. could be a public fruit tree planting site. Jessica Felix said several traffic control boxes in the neighborhood could get murals. Additionally, there are several schools and a non-profit senior center in the neighborhood that could be potential volunteers and collaboration sites. KBBC Meeting in November —Vice Chairperson Since, the next regular meeting is a government holiday in observance of Veterans Day, it will be rescheduled to Friday, November 17 at noon at City Hall — North, Conference Room A. H. KBB's 13th Annual America Recycles Day at Mechanics Bank Arena, Sat., November 4, 2023 — Ray Scott The drive -through waste reduction/recycling event is similar to prior years. A flyer was handed out. I. Vote for a New Truxtun Lake Cleanup Date in Honor of California Coastal Cleanup — Heather Pennella Motion to schedule it for Saturday, November 18 from 8 a.m. to 10 a.m.: Heather Pennella Second: Zechariah Garcia Motion passed unanimously J. Bakersfield Christmas Parade, Thursday Dec. 7, 2023, 6 — 8 PM (Float Check -in 1— 3 PM) — Paul Yanez Cathy Butler covered this for Paul Yanez. She reported that the deadline to apply is coming up soon. Brooks Douglass and Heather Pennella said that they would help Paul Yanez with the parade again. K. City of Bakersfield Staff Comments Jessica Felix introduced Yasmin Vargas Andrade as a new City Hall Fellow. She will work with Solid Waste and KBB. VI. KBBC and Advisory Board Comments • Zechariah Garcia: Vice Mayor Gonzales, Democratic Women of Kern, and he will do a litter cleanup on Oak St. on Saturday, Nov. 4. • Cathy Butler: She will schedule a KBB Advisory Board meeting soon. • Sophia Felix : Bakersfield City School District needs its board to approve KBB to return to its campuses to present. • Ray Scott: He thanked Zechariah Garcia and Brooks Douglass for representing KBB at a booth at the BPD National Night Out. He thanked Theresa Olson and Cathy Butler for helping with September volunteer activities downtown. • Evelyn Young-Spath: She said the 4th and Eye St. garden space has been cleaned and cleared in part thanks to Rick Anthony. California Water is marking the new irrigation plan. Compassion Christian Center is collecting new name ideas for the garden at its Oct. 29 trunk or treat event. More volunteer and community engagement efforts are underway for the garden. • Mattew Martin: A trunk or treat event will be on Oct. 27 in Oildale. Approximately 1,300 pounds of candy will be available in part thanks to Walmart. • Harwant Gill: She asked if there is a method other than email to notify KBBC of KBB events. Josh Rudnick said that it would be fine as long as it is for information purposes only — no discussion may be allowed per the Brown Act. Brooks Douglass said that he would set it up using Teams. VII.
