Her husband, Jared Aguilar, is currently employed as an Electrical Technician I in the General Services Division of the Public Works Department. Due to the possibility of Ashleigh being considered for promotion to an Administrative & Fiscal Services Specialist 1/II, the issue of nepotism must be addressed. Ashleigh Aguilar is currently employed as a Clerk Typist I for the Technology Services Department. The following information has been compiled for your review and determination of whether nepotism creates an adverse impact on supervision, safety, security or morale. SUMMARY OF DUTIES A summary of the duties and responsibilities for the position of Administrative & Fiscal Services Specialist 1/II is as follows: Under direction, provides administrative support duties for assigned departmental projects and programs; prepares a variety of reports and documents in support of departmental/division goals; generates, processes, and maintains administrative and fiscal transactions and records; and performs related work as required. A summary of the duties and responsibilities for the position of Electrical Technician I is as follows: Under general supervision, performs skilled journey -level work in maintaining, repairing and installing electrical equipment; reads and understands electrical blueprints; makes electrical installation decisions; operates heavy equipment such as 50 ft. aerial lift truck and hydro -crane; uses electrical tools and instruments; inspects street light installations; and performs other work as required. EMPLOYMENT OVERLAP If Ashleigh Aguilar is promoted to an Administrative & Fiscal Services Specialist 1/II in any division/department other than the General Services Division of the Public Works Department, performance appraisals would not be reviewed or conducted by either employee for the other, neither employee would be directly supervised by the other, and they would not report to each other within the chain of command as they would be assigned to different divisions/departments. RECOMMENDATION The Human Resources Department recommends approval of the nepotism waiver. Essential Duties: • Assists in the preparation of the annual operating and capital improvement budgets, may review requests for additional funding and other supplemental requests, assists in monitoring and controlling budget activities; • Conducts or assists in conducting studies and surveys: collects information for operational and financial problems, compiles and analyzes information, prepares and presents recommendations for review by management; • Confers with department heads, employees, and interested parties regarding existing and proposed policies and procedures; assists in the development and implementation of policies, procedures, goals, and objectives; analyzes, interprets, and applies policies, procedures, and regulations; Conducts or assists in organizational studies pertaining to workflow, time and cost factors, administrative systems, records and filing systems, procedures, staffing levels, and organizational structures to determine potential areas for organizational improvement; Evaluates or assists in the evaluation of new or proposed legislation, rules, and regulations; confers with affected parties; determines potential impacts to City operations and finances, and reports findings; • Coordinates activities of the Budget Office with City departments and divisions, and with outside agencies; may meet with citizen groups, represents the City in the community, at meetings, and at conferences, Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance; Assists in the preparation of council reports for the Budget Office. DISTINGUISHING CHARACTERISTICS: This class is allocated to the City Manager's Office and is responsible for performing complex financial and analytical work with a very high degree of independence for preparing, maintaining, and delivering Citywide budget CLASS TITLE: BUDGET ANALYST (continued) 57185 programs and processes. The classification reports to the Budget Officer and is distinguished as the latter has overall administrative responsibility for the city budget. MINIMUM QUALIFICATIONS: Knowledge of: • Principles, practices, and techniques of public administration and public policy; • Principles and practices of organizational, financial, and policy analysis; • Principles and practices of organization, management, supervision, and team building; • Principles, methods, and practices of municipal finance, budgeting, and accounting; • Advanced research and analytical methods, techniques, and procedures; • Project management; • Computer applications including spreadsheet, database, word processing, and presentation software; and • Applicable Federal, State, and local laws, rules, and regulations. Ability to: • Analyze complex administrative, operational, economic, and organizational problems, evaluate alternatives, and provide sound recommendations and conclusions; • Collect, evaluate, and interpret myriad data, either in statistical or narrative form; • Interpret and apply laws, regulations, ordinances, and policies; • Prepare clear, concise, and complete oral and written reports and other documents and correspondence; • Apply mathematical and fiscal calculations in an accurate and translatable manner; • Learn operating terminology and program and apply it to the scope of work; • Ensure the maintenance of accurate records and files; • Coordinate multiple complex projects and meet critical deadlines; • Exercise independent judgment and initiative within established guidelines; • Establish and maintain effective working relationships with those encountered in the course of the work; and • Communicate effectively orally and in writing using all communication mediums. Training and Experience: • Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration, or a related field; AND • Two years of professional experience in administration, management, systems, operations, budgetary; or similar analyses equivalent to the City's Administrative Analyst II class; OR • An equivalent combination of training, certification, and experience may be substituted for the above requirements. Physical Conditions or Special Working Conditions: • Standard office environment and working conditions. • May be required to make site visits to various field work sites to inspect operations or obtain information.
