Set Schedule of Regular Monthly KBBC Volunteer Opportunity Rotation By Ward and Assign Respective KBBC Leads — Chairperson KBB Committee members passed around a clipboard to sign up to lead a monthly KBB activity. The intention is to have at least 1 volunteer activity per month led by a KBBC member. Three months were assigned. Tasks: Brooks Douglass will lead a litter cleanup on December 16, 2023 in Ward 2 on Chester Avenue between Truxtun Avenue and 20`h Street, Sue England will lead a litter cleanup TBD in February 2024 in Ward 6, and Zechariah Garcia will lead a litter cleanup on March 16, 2024 in Ward 2 at Centennial Park. B. Update KAB Cigarette Butt Container Grant & KBB Gift Acceptance Form — KBBC Jessica Felix handed out the gift form that is available on KeepBakersfieldBea utiful.us and has been available at KBB outreach booths. Per KBBC members, potential recipients include Almondale Park, Ward 4, Emerald Cove Park, Ward 4, Liberty Park, Ward 4, Polo Park, Ward 4, [and KC Steakhouse]. Jessica Felix reminded KBBC that it has 50 cigarette butt containers available for placement. Tasks: Brooks Douglass will reach out to North of the River Recreation and Parks about the next step to accept several containers. C. Recap: KBB's 131h Annual America Recycles Day at Mechanics Bank Arena, Sat., Nov. 4, 2023 —Jessica Felix provided results compiled by Ray Scott as follows. Seventy-five drivers dropped off 24,993 pounds of items for this waste reduction event to get them properly recycled, reused, or discarded. A total of 13,113 pounds were recycled/reused and 11,880 pounds were discarded for the landfill. • Metal 4,840 pounds • Gently Used Goods 500 pounds • Cardboard 250 pounds • Batteries 50 pounds • Electronics 2,823 pounds • Paper to Shred 4,650 pounds • Bulky Waste 11880 D. Brooks Douglass and Sue England discussed potential Ward 1 ideas to include community garden planter bed kits for schools and community centers. Jessica Felix noted that although a representative of the grant opportunity made it clear that they are interested in a single neighborhood transformation project, that more than one neighborhood could be considered if KBBC felt strongly about it. Jessica Felix asked for Noe Garcia and Manny Ramirez to be made aware of the new Ward 1 ideas. Task: Brooks Douglass will reach out to potential school sites for garden beds kits. Task: Sue England will reach out to a senior center as a potential site for garden beds. Task: Zechariah Garcia will talk more with Evelyn Young-Spath about 4"' & Eye Street garden potential activities. D. 2111 Annual Great American Cleanup (GAC), Saturday, April 27, 2024— Chairperson 1. Vote to set event public timeline. Motion to approve 8:00 a.m. to 10:00 a.m. for volunteering, 10:30 a.m. to start the volunteer appreciation event at a park with a group photo, 10:45 a.m. to start food service after the group photo, 11:00 a.m. to start the awards and recognition ceremony, and breakdown the event starting at 1:00 p.m.: Sue England Second: Zechariah Garcia Motion passed unanimously Vote to schedule GAC planning meeting schedule. Sponsor update. Jessica Felix reported that the commercial billing mailing KBBC approved is starting to pay for itself. A $1,000 sponsorship has been received from [Bakersfield River Run] RV Park. The Bakersfield Foundation treasurer also worked with Felix to set up the donation system for Amazon to contribute $10,000. Although not earmarked for GAC, Felix mentioned that California Water Service is donating $5,000. Special Projects and Programs Funding Update — Staff: Felix provided a September 30th first quarter balance update. She noted that although the community garden project code is negative, it is normal for this time of year and that the $5,000 donation in the works from California Water Service just mentioned will rectify this. Update: Bakersfield Christmas Parade, Thursday, December 7, 2023, 6 to 8 PM —Jessica Felix, Theresa Olson Felix shared that KBB will be 401h in the parade lineup with more than 120 entrants. Theresa Olson explained that KBB members want to make KBE's entry look nicer this year with a Christmas tree(s) and more lights. Perhaps a real tree would be donated afterward or a reusable tree could be used year after year for a while. 1. Vote to request funding for float decorations and supplies. City of Bakersfield (City) Youth Commission Presentation and Proposal for Potential Event Collaboration With KBBC — Nathan Gutierrez Nathan Gutierrez explained that the City Youth Commission must do a single day annual project by June 30, 2024. Gutierrez would like KBBC to consider a collaboration with the commission. The commission has considered a community outreach fair which could lend itself to the park portion of the GAC. KBBC also suggested that the state $15,000 grant neighborhood transformation project opportunity could also be good to collaborate. I. Vote to Schedule January 2024 KBBC Special Meeting (Retreat) — Chairperson Motion to schedule it for 8:00 a.m. to 12:00 p.m. on Saturday, January 13, 2024: Brooks Douglass Second: Zechariah Garcia Motion passed unanimously Task: Theresa Olson will ask KC Steakhouse if it will be the venue. Update: Truxtun Lake Cleanup in Honor of California Coastal Cleanup, Nov. 18, 2023 — Staff Heather Pennella will lead this event tomorrow. Recap: KBBC Booths at Third Thursday, Oct. 19, 2023, and BPD HaILAWeen, Oct. 26, 2023 —Jessica Felix Jessica Felix said HaILAWeen was a great event. Zechariah Garcia said that it's estimated that it was close to 4,600 people in attendance. A volunteer served as Captain Cleanup. Recap: 19th Annual Make A Difference Day, Saturday, October 21, 2023 — KBBC Jessica Felix said that about 70 volunteers were assigned across Ward 1, Ward 2, and Ward 7 for activities. Mayor Goh presented a proclamation. VI. City of Bakersfield Staff Comments • Jessica Felix: Thank you for your creativity and giving nature to help the community. Happy Thanksgiving. Vil. KBBC and Advisory Board Comments • Cathy Bulter: She said a report of the November 8, 2023 KBB Advisory Board meeting is available for review. An action item stemming from it is a potential collaboration for KBB and California Water Service to install stamped concrete in Wall Street Alley. This would be an effort to replace what California Water Service had had to remove. • Zechariah Garcia: The KBB Social Media Committee is scheduled to meet regularly on the first Tuesday of the month from 12:00 p.m. to 1:00 p.m. He noted a volunteer litter cleanup Vice Mayor Andrae Gonzales and Democratic Women of Kern did with him. The cleanup spawned the idea to order KBB branded reflective vests. • Evelyn Young Spath: She handed out a flyer for a Kern County Black Farmer's Market taking place at the Dr. Martin Luther King, Jr. Center. The goal is to bring farmer markets with culturally appropriate foods to communities with limited resources. Keep Bakersfield Beautiful KEEP AMERICA BEAUTIFUL AFFILIATE Agreement to Assume Ownership of Cigarette Receptacle Purpose: Keep Bakersfield Beautifiil (KBB) Mould like to gift cigarette receptacle to for public use at in the City of Bakersfield (City). This free gift of a cigarette receptacle from KBB to has a retail value of approximately $120.00. The gift is funded by a grant from Keep America Beautiful (KAB). as the recipient of the receptacle. will be responsible for the service and maintenance of the receptacle. including emptying. cleaning. repairs. and replacements. all at the sole cost of The goal of this gift is to make the City of Bakersfield clean and beautiful by providing more public receptacles at transition points. thereby reducing litter. Cigarette receptacles at transition points are vital for the prevention of litter and enhancement of the community. A cigarette receptacle must: a. Be installed in an accessible place (e.g.. outside entrance to retail location. or transition point where adult smokers commonly dispose of cigarette butts). Hardware is included to motmt each receptacle. b. Maintained for a period of not less than five years (e.g.. ensuring stand is clean and functioning properly. c. Recycle the collected cigarette butts through the KAB/Terracycle sponsored program: d. Share the GPS coordinates of the cigarette receptacle's location with KAB to include on the interactive map. GPS coordinates can be identified in several ways: i. Enter the litter stand location/address into https://v%-%%-w.lationg.netl and record coordinates. ii. Those in attendance were: 1. Breann Banks, City of Bakersfield Staff 2. Jessica Felix, KBB Coordinator and Social Media Administrator 3. Harwant Gill, KBB Committee Member Ward 7 4. Yasmin Andrade, City of Bakersfield Fellow 5. Zechariah Garcia, Social Media Committee Chairperson and KBB Committee Member Ward 2 A few takeaways from the meeting included: • Creating a better social media presence for KBB through the development of scheduled posts, shared posts, and videos. • Developing a process to review and edit the created graphics for Facebook and Instagram • Scheduling a social media meeting every first Tuesday of the Month. • Reviewing the social media calendar to look ahead for events, unique post creations 2023 KBB Advisory Committee Meeting Thursday, November 9, 2023 —1:30 p.m. DBA Office 1675 Chester Avenue, #110 Minutes Attendance: _X_ Cathy Butler John Enriquez _X_JP Masuda _X_ Rafael Molina _X_ Stephen Montgomery _X_ Evelyn Young Spath Guests: X Theresa Olsen Cathy Butler called the meeting to order at 1:35 p.m. Reviewed the ideas discussed at our Spring meeting and potential direction for 2024: Limited access to alleys (except for service vehicles) with targeted hours to help with loitering in allies and leaving trash — Stephen Montgomery Rafael Molina announced Cal Water will be tearing up the stamped concrete in Wall Street Alley which will leave an ugly alley with patches. Demolition is in six months but we want to be prepared with a plan to beautify the alley. Our next advisory meeting is scheduled for Wednesday, Nov. 30' at 11 a.m. DBA office. Rafael will bring Cal Water's plans and samples of stamped concreate that KBB could get behind with Cal Water's financial support! After the Nov. 30`h Advisory Committee Meeting, we will have a report at the December 8th KBB meeting. Then DBA will help by holding a Block Captain meeting with the neighboring businesses in the area. Meeting scheduled sometime in January 2024, at that meeting will work out a convenient construction time scheduled, as that will help the effected businesses to minimize disruption! Graffiti Removal — Instead of painting walls with paint that doesn't match use power washing — Stephen Montgomery: The "H" Street Underpass past landscaping project has become a patchwork of different paint due to graffiti. The Advisory Board suggests as a future project to repaint with one color and give excess paint to the City of Bakersfield for future touch-ups. Maybe a future mural project. Use different color for Caltrans signs for memorials than directional signs. Stephen already reviewed this idea with the City of Bakersfield. • Lighting a way to discourage vandals —JP Masuda: Cathy suggested working with businesses to promote lighting. Will work with DBA's block captain program to create a campaign, in which lighting discourages loitering. Page 2 KBB Advisory Board Meeting November 9, 2023 — 1:30 p.m. DBA Office 1675 Chester #110 Illegal dumping in the foothills — Evelyn Young Spath: Suggested we promote the City's App to encourage people to report where they see illegal dumping. Suggested creating an incentive plan to encourage people to report illegal dumping. • Excess trash in parks — Evelyn noticed it has been better with the City Park Rangers. • Look at laws in other Cities that keep areas clean and safe — Cathy is currently in touch with the California Downtown Associations lobbyist to see what is being proposed that we could support.
