Education/Image Subcommittee: Harwant Gill suggested having a KBB club on campus for kids. Luda Fishman that she expects Solid Waste to do more with recycling outreach in schools. 5. Waste Reduction and Recycling Subcommittee: Remove 5-year plan. 6. Graffiti Abatement Subcommittee: Remove Adopt A Mailbox Program for US Post Office cluster mailboxes. KBBC intends to keep this subcommittee dormant in 2024. 7. Beautification and Community Improvement Subcommittee: No changes. 8. Social Media Committee: No changes. 9. Advisory Board: No changes. 2024 Chairperson Appoints 2024 Subcommittee Chairpersons — 2024 Chairperson: Sophia Felix made the following appointments. 1. Motion to repeat with revision to make KBB logo larger: Matthew Martin Second: Theresa Olson Motion passed unanimously. 2. Update: Clean California Incentive Program $11,000 Pending January 2024 deposit for KBB. Approved uses exclude food and beverage. 3. Request vote to spend up to $1,000 for red KBB sweatshirts with white imprint for KBBC members, KBB Advisory Board members, and key City representatives. Motion to approve up to $2,000 for various KBB branded apparel items to select from to be determined options: Heather Pennella Second: Zechariah Garcia Motion passed unanimously. 4. Request vote to seek quotes and spend up to $500 for KBB branded reflector safety vests Motion to spend up to $500 for KBB branded safety vests (reflectors not required): Ray Scott Second: Heather Pennella Motion passed unanimously. 5. Request vote to earmark $5,000 contribution from California Water Service for Community Gardens as follows: $2,500 for water service, $1,250 for Eye Street community garden, and $1,250 for Jonah Steet garden (exclude swag, beverage, and ready-made food). Motion to approve as requested plus water hoses approved for Jonah Street garden, all specific purchases to be approved by KBBC: Paul Yanez Second: Zechariah Garcia Motion approved unanimously. Break Meeting — 2024 Chairperson G. Potential $15,000 Grant From Clean California for Completing a Clean California Neighborhood Transformation Beautification Project— Rick Anthony, KBBC Rick Anthony explained that the volunteer activities voted upon for Lowell Park will be part of a larger campaign called Love Your Park. Since last discussed, Lowell Park will receive exercise equipment from other supporters for there. KBB could help with flowers/plants and/or trash/recycling containers. Recreation and Parks is reaching out to McKinnley Elementary School, Emerson Middle School, and Bakersfield Senior Center. 1. Vote to scheduled preferred spring date. Motion to schedule primary volunteer date for all locations as Saturday, April 6, 2024. If most sites cannot do this date, then pursue scheduling for Saturday, April 13, 2024: Ray Scott Second: Theresa Olson Motion passed unanimously. 2. Propose timeline for stakeholders and locations. — Deferred. H. Keep California Beautiful End Littering Demonstration Grant Project Opportunity —Jessica Felix Motion to apply for up to $12,000 for beautification and cleanup projects in the downtown area within grant opportunity guidelines lead by the KBB Beautification and Community Improvement Subcommittee: Paul Yanez Second: Ray Scott Motion passed unanimously. Keep America Beautiful National Conference, February 12 —14, 2024 in San Diego — Ray Scott Ray Scott and Luda Fishman will be there. Ray Scott will present in 2 sessions. One session will focus on the military base recycling and waste reduction program and award he created with KAB. The other session will be on California's zero waste goal with Luda Fishman. Several KBB Committee members opened the conversation to consider a way to send Jessica Felix to the conference as she is the coordinator of KBB. Vote to Approve 2024 Give Big Kern Participation and Propose Fundraising and Outreach Strategies — 2024 Chairperson Motion to use the same strategy as 2023, including a $25 per KBBC member personal donation, QR code to make donations to KBB, participate in a KBB booth at Give Big Day at the Park [at River Walk]: Heather Pennella. Second: Theresa Olson Motion passed unanimously. VI. Share 2023 KBB Anecdotal Highlights —All: Roundtable contributions highlighting individual experiences and impressions of KBB efforts in 2023. VII. Remarks and Recognition — Mayor Karen Goh: Mayor Goh expressed that she is happy to hear the passion, excitement, and love that KBBC has for the community. She's grateful for the dedication of KBBC. She noticed how 2023 seemed to pick up in volunteer activities and community events. In 2024, she encourages KBBC to reengage the faith -based communities and find opportunities for a captive audience through them. Mayor Goh also presented a plaque in recognition of Theresa Olson for her commitment and service as the 2023 chairperson of KBBC. Vill. Brainstorm and Set KBBC 2024 KBB Goals, Objectives, and Outcomes — 2024 Chairperson — Tabled to February KBBC Regular Meeting A. Set $1,000 lunch budget for KBB Committee meetings. B. Host an affiliate anniversary event in increments of 5 years —The official 25th Anniversary will be October 5, 2026. C. Have stronger branding and advertising efforts. D. Reach 5,000 social media followers. E. Create a KBB mural scavenger hunt and prize. F. Create more murals citywide. G. Review and edit mural maintenance options. H. Engage more community members, including faith -based communities. I. Do more presentations. J. Promote K-12 school recycling challenge. K. Create KBB club on campus for children. IX. 215t Annual Great American Cleanup (GAC), Saturday, April 27, 2024 — Sophia Felix for GAC Chairperson Manny Ramirez A. Vote to set Great GAC social media budget up to $500.00. Motion to approve up to $500 for GAC social media: Ray Scott Second: Brooks Douglass Motion passed unanimously. B. Request to Schedule City Council KBBC Workshop for March or April. Instead, KBBC members intend to make consecutive public comments in coordination with each other and the City Clerk at the City Council Meeting on Wednesday, March 13, 2024. The speaker line-up may be: first speaker about GAC, 2"d speaker about the Mayor's GAC High School Challenge, and the 3rd speaker on KBB in general. X. Deferred Business A. 21't Annual GAC, Saturday, April 27, 2024 —Sophia Felix for GAC Chairperson Manny Ramirez 1. Vote to approve GAC & Mayor's GAC High School Challenge flyer(s) KBBC consensus to allow Zechariah Garcia to edit with staff approval and get retroactive approval during the February KBBC regular meeting. This year the Mayor's GAC High School Challenge will include a first place $500 prize from Mayor Goh, a second place $250 prize sponsored by Affordable Dental Care, and a third place $100 prize sponsored by Ray Scott. 2. Vote for GAC KBB branded promotional giveaway item maximum budget and items, such as drawstring backpacks, totes, sunglasses, pencils, and pens. —Tabled. 3. City of Bakersfield Youth Commission Collaboration Proposal Project With KBBC— Nathan Gutierrez Gutierrez said that the commission will instead take part in Give Big Day at the Park with Kern Community Foundation.
