Burrow to approve the election of Commissioner Burrow as Secretary for the 2024

Gary Friedman as the Hearing Officer and set the Hearing for August 19-23, 2024

Commissioner Anderson inquired with Police Staff, if there was an increase in accidents
in the Community due to inclement weather.

CLASS SUMMARY:
Under general direction, plans, directs and integrates the operations of the Police
Support Services division; participates in the development and implementation of
strategic goals, operations, and service objectives of the Police Department; provides
professional advice to police on the operation and staffing of Police Department
communications, and property functions; and performs other duties as assigned.
REPRESNTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties:
• Oversees, plans, organizes, staffs, directs, and controls the operations of the
Department administrative unit which may include, but is not limited to, those
services related to fiscal, personnel, communications center management,
records management, property management, and/or identification services;
• Selects, assigns, trains, directs, and evaluates staff, professionals, supervisors, and
others; assures proper training and guidance for staff; identifies and maintains
standards of staff proficiency for specialized functions;
• Monitors Unit budget; analyzes budget data to identify and project resource
needs; requests needed resources; may develop grant proposals and/or monitor
grant -funded programs; monitors and approves budget expenditures within limits
of authority; prepares complex statistical and narrative reports, correspondence,
and other documents;
• Coordinates assigned activities with management/staff, City officials/managers,
other City employees, and outside agencies; may participate on committees and
task forces as assigned, attends meetings, conferences, and workshops as

Police Department. Assignments are broad in scope, and results are evaluated in terms
of accomplishment of goals and objectives within budget parameters. This classification
is distinguished from the Support Services Program Manager in that the latter may
handle one or more major functions of centralized support services, while the former is
responsible for directing the activities for the division as a whole under direction of the
Police Chief.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Principles and practices of modern public administration including planning,
organizing, staffing, directing, and evaluating;
• Principles and practices of leadership, motivation, team building, and conflict
resolution;
• Principles and practices of supervision, training, and personnel management;
• Principles and practices of labor relations and employee relations;
• Administrative principles and methods, including goal setting, and program
development and implementation;
• Advanced principles, practices, methods, and techniques of public safety in
records management, technology, and property management, depending
upon area of assignment;
• Current literature, laws, regulations and developments, as well as various
agencies that impact public safety services in area of assignment;
• Research methods, report writing techniques, statistical concepts and methods,
principles and techniques of project management;
• Applicable federal, state and local laws and regulations;
• Research methods, analysis techniques, and report preparation;

• Provides day-to-day management to promote a high-performance, customer
service -oriented operation that supports achieving the department's mission;
• Selects, assigns, trains, directs, and evaluates staff, professionals, supervisors, and
others; assures proper training and guidance for staff; identifies and maintains
standards of staff proficiency for specialized functions;
• Provides guidance, direction and technical expertise to program staff to ensure
appropriate actions are taken;

programs, projects and activities. The position is distinguished from the Support Services
Division Administrator as the latter holds responsibility for the entire division where the
