Now, Therefore, the Board of Trustees of the Cit.v of Bakersfield, County of Kern, State of California, do oro.s, in as follows: Section 1. That the objects a..u.d purpese, s for. wh.~ch ~aid indebtedness is proposed to be incurred and created are the acquisition 8nd' ":onstruotion by the said City ef Bakersfield Of certain municipal improvements, name- A mai;~ and outfall sewer system, together with disposal plant site or tract of land upon which the same may be lo~ted and constructed which are necessary and conven~'en~ to carry out the objects , purposes and powers of $..be Ctt-.~ of Bakersfield., and. promote the sanitary conditions of said City aha t~ health of the inhabit, ants thereof. That the estimate~. cost of the proposed public improvements is the sum' of One hundred and twenty thouaand dollars.That t~'e amount of the principal of the i~,debted- ness to be ~curred th:erefor, is the sum 9f One hundred and twenty thous - and dollars, and that the rate of interest to be paid on ss id indebtedness is four and one ha2.f percent, per annum, payable semi annually.. Sect. ion S. That if the proposition of incurring the indebtedness for the purpose specified, so submitted at such election, receives-, the requisite number of votes, to-wit~ two thirds of the votes, of.~the qualified voters voting at such. electon, bonds of said City shall be issued and sold for the purpose of acquiring and constructing a main and out?all sewe.r s~stem, together with disposal plant and site or traci of land upon which the same may be located and constructed'. That. so. id bo~ds shal~..~..~e_ o_ne hu~..dred a.nd,...t.w..eu~.y..' and shall be issued in the denomination of One Thousand Dollars each,. a~ud the .principal s. ud tn~.erest thereof shall ~'~e payable in laweul money of the United States; they shall be dated on. the f'ir~t day of' May , and bear interest at the rate of four a~d one half percent, per annum, ~. payable merhi-annually on the first day cf November and the first o. ay of ~ Nsf of every year, Said one hundred and twenty bonds s~a.~l be payable ;. in the manner following: :Three of said bonds on the following date, to-wit' the first day of May, 1908, and three of Said bonds, in ntunerical order on the same day and date of each and every year thereafter,, mntil all of said bonds are p~,~d, at tbe City Treasury of the ssid City ~ogether wit~:, the interest on all sums unpaid at such date. Section B. 'That for the purpose of paying the principal and inter-est of said Bo~dS the Board of Trustees of said City shall at the':time .of fixing the general fax lev~, and in the msnner for such general tax lev,y provlaed, levy and cellec't annually, each year, until such bonds are ~aid-or' until thez. e shall be a sum in the treasury of said Oity set spar?, for ?.hat purpose, sufficient to meet all sums coming due for prlnciapl and interest on. such ~'~onds, .a tax sufficient to pav the annual· interest on such bonds, and also such part of the principal thereof, as shall become due before the time of fixing the next general tax lev¥~ Said taxes shal~, be .in addition to all other taxes levied for municipal purposes, and shall be collec.ted at the same, time and in the ssme m~nner as other municipal taxes are · collected and be used for no o, tlier'purpeses than the paym&n?, of said bonls a.~d scouring interest. Section 6. The polls of said election shall be open at six eclcok in the morning of the day'of the election, and shall be kept open ~ntil five oclock in the afternoon of the same day, when the polls shall be closed. The ballots to be used at 'the Ssid election shall b'e printed in the follow~ng form: To vote, s+,~mp a cress (w.) in the blank square to the right of, and opposite the answer you desire to give. Section ?. There shall be one voting prec.i~et for said spec.i~l election hereby ordered, which precinct sha.~.l embrace all of the territory included within the corporate litaits of the said City of Bakersfield~ said precinct shall be known an ,,Municipal Election Precinct No. 1 Tbs votiBg:.place in s~id precenct for s~id special election shall be the ~ire Engine House in said City of. The officers to conduct such election, count the votes c~.st thereat and make proper returns thereof to the Boa~ of Trustees of said City of . That iu all particulars not recited in th~s ordinance, such elect..t.o~, s~l_~ Be held a~ provided by law for holding municipal elections 'in said City. Section ~. The Cit.v Clerk shall certify to the.passage and adoption of this ordinance by s. vote of two thirds of all the members of the Board of Trustees of tbs sa~d City and c~use= the same t~ be published fif- teen.days continuously before sSi'al' date of election, in The Daily Californian, a newspaper printed and publi~hed at ~.east six days a week in the said Cdty of Bakersfield. ..... 8ection~tO.
