~N ORDINANOE RELATING TO ~0 ~ VAG~NTS: AND PRE~CRIBIN~
~ PE~LTY FOR VIOLATION T~OF.
The Board of Trustees of the city of Bakersfield do ordain
as follows:
~ection, -1- ('I) Ever~ per,on (except a Oalifornia
Indian) without visible means of living who ~s ~he ph2sical a~-
ility to work, and who does no~ seek emplo~ent, nor labor when
~loyment ia offered him:
· (S) Every healthy beggar who solicits alms as a business;~
(~) Every person who roams about from place ~o place with-
out any lawful business;; or
(4) Every ~-erson kno~ to be a pickpocket, thief, burglar,
or confidence operator, e~ther by his o~ confession, or by his ~v-
ing been convicted of either of such offenses, and ~ving no visible
or lawful means of ~upport, when found loitering arced any steam-
· boat landins, railroad depot, banking institution, brokers' office
place of amusement, auction room, store, shop, or crowded thorough-
fare, car, or omnibus', or at any public gatherin~ or assembly;; or
(5) Every idle, or lewd or dissolute person, or associ~e
of kno~ thieves; or
(~) Every person who ~nders abou~ the streets at late or
unus~l hours of the nisht, without any visible or lawful business.
(7) Every person who lo~e~ i~' an~ .barn,~ shed, shop out-
houee~ ves~el, or place other t~n such as is kept for lodging pur-
poses, without the pe~is~ion of the o~er or ?art~ entitled to the
p~sse~sion thereof;~ or
(8') Ever7 person who. lives in and about houses of ill-fame.
(9) Ever7 per,on who acts as a r~ner or capper for at-
torneys in and about police courts or city prisons]
(10) .Every common prostitute; or
(11) Every common drunkard, is a vagrant and is punishable
as such under this ordinance.
Section -2- An7 person or persons V~lating an7 one or all
of the provisions of this ordinance shall be deemed auilty of a mis
demeanor and upon conviction thereof shall be punished b7 a fine
not exceeding Three Hundred Dollars or by imprisonment in the county
jail not exceeding three months, or b7 both such fine and imprisonm~
Section-S- This ordinance shall be in full force and ef-
fect from and after its pa~age and publication as required by law.
