It shall be'unlawful for any person except the authorized sgent of any percon, company, association or corpo~at.~on, furnishing water .as herein provided to'turn the ~'ater on or' off amy b~ilding or Premises; provided that any plumber or any pesson connecting a house system :~ith the serv~co pipe·, may turn the ~.ater on at the street cock to test the pipes, but must in all cases, turn off the Water after the test is comploted.
