It shall be'unlawful for any person except the authorized sgent of any percon, company, association or corpo~at.~on, furnishing water .as herein provided to'turn the ~'ater on or' off amy b~ilding or Premises; provided that any plumber or any pesson connecting a house system :~ith the serv~co pipe·, may turn the ~.ater on at the street cock to test the pipes, but must in all cases, turn off the Water after the test is comploted. The water chall then be turned on by the authorized agent ~f the person, company, association or corporstlon furnishing w~,t'er ac herein provided upon application by the consumer at the office of. said person, company, association or corporation. 5. The cize of all street cocks shall be regulated by the perso.n~ however, that in no instance shall the curb cock be less than three- fourths inch. ..., 4.
