10. NOW, T~O~, The Board of T~stees of the 0ity of
~l Bakersfield do ordain as follows:
12 ~ec. 1.' It shall be ~law~l for any person, ~irm, cor-
13 poration or. associa$ion having the ~ontrol,' o~ership or manage-
15 ment of any canal within the City of Bakersfield to pe~it the
1~ s~e, when water is not ~owing therein, to be or remain in ~
16 ~sanitary condition; and it is hereby made the duty of any such
'17 pers0n',"Ti~, corpor'at~0n or association, havin~ the control,
18 o~ership or m~nagement of any such canal, i~edimtely upon
19 tu~ing the water out of such canal, to remove from the bed

20 thereof any and all ~bbish, trash, j~k, rejected or Waste veg-
21 etable or animal matter, filt~ or garbage of any kind whatsoever,
22 and so to turn the waters out of such canal that there shall not
23 remain in the ~e~d thereof any pools of such waters.
2~ Sec. ~. It shall be unlawful for any person,, firm, cor-
2~. poration or association to throw or d~p,. or cause to be thrown' or
26 'd~ped any rubbish, trash, j~k, rejected or waste vegetable or
27. animal matter, filth or garbage of any kind Whatsoever, or any.

29 of Bakersfield, whether water is flowing in said canal or not.

31 violating any of the provisions of this Ordinance, or' who fails
