AN ORDINANCE CREATING THE OFFICE OF PUBLIC
EXPERT, DEFINING THE POWERS AND DUTIES THEREOF, AND
FIXING. THE SALARY OF SAME.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BAKERSFIELD
as follows:
SECTION 1.
The office of Public Expert of the City of Bakersfield
is hereby created.
SECTION 2.
The Public Expert is hereby authorized, empowered and ~
directed to assist the City Manager of the City of Bakersfield, and,
under the direction and control of the said City Manager, to have
jurisdiction to hear all complaints made by any resident of the City
of Bakersfield in reference to the service or charges made, or rules
or regulations adopted, by any Public Utility doing business within
the corporate limits of the City of Bakersfield, and, under the di-
rection and control and'authority of the City Manager, the said
Public Expert shall cause any and all complaints in reference to any
of the above causes to be adjusted, or, under the direction of the
said City Manager, the said Public Expert shall report the same to
the City Counc~l of the City of Bakersfield together with his Findings
upon the said Complaint and his recommendations as to the said Com-
plaint, and in the event that the said City Council of the said City
cf Bakersfield shall direct the City Manager and the said Public Expert
so to do, the $~aid Public Expert shall cause to be commenced in the
name of the City of Bakersfield, any litigation necessary to adjust
and determine such complaints in reference to said charges made, ser-
vices or rules, or regulations of any such Public Utility within the
said city limits of the City of Bakersfield, and the said Public Expert
is directed to report to the said City Manager, at least once a month,
the conditions of service, charges, and rules, and regulations imposed
by any Public Utility within the City of Bakersfield.
SECTION 3.
The salary of the said Public Expert is hereby fixed at
the sum of One Hundred Fifty Dollars ($150.00) per month, to be paid
by the City of Bakersfield, out of the same fund, and at ~the same time,
and in the same manner as the other City Officials of the City of
Bakersfield are paid.
I hereby certify that the foregoing Ordinance mas passed and
adopted by the Council of the City of Bakersfield, on the 14th day
of Nay,. by the following vote:
