AN ORDIN~J~CE CREATING THE' OFFICES OF
DEPUTY CITY ENGINEER AND DEPUTY SUPERINTENDENT
OF ~TREE~S, _~D PRESCRIBING THE DUTIES OF SUCH
DEPUTY OFFICE. RS.
WHEREAS, it appes.rs to this Council that the immediate pres-
ervation of public property and safety, and the' daily operation of
the Engineering sad Street Departments require the appointment of
a Deputy City Engineer sad a Deputy Street Superintendent.
NOW, THEREFORE, BE IT ORDAI.~TED BY THE COUNCIL OF THE CITY OF
BAKERSFIELD, as follows:
SECTION 1. That the offices of Deputy City Engineer and Deputy S~perin-
tendent of Streets be and the same are hereby created.
SECTION 2. That appointees of the said offices, when appointed and
qualified, as required by law, shall, in the absence of the princi-
pal officer in the respective offices or departments to which said
Deputy is appointed, or at the request of said principal officer,
do and perform any and all acts necessary to said office, for and
on behalf of said principal officer, which said principal officer
might, could, would or should, do sad perform, and sign all 5ocu-
ments in the name of his ~orincipal by himself as Deputy, and when
said Deputy so acts in the place and stead of said principal offi-
cer, such acts so done sad oerformed shall have a like force and
effect as if same had been done and performed by said principal
officer.
SECTION 3. That this Ordinance 'is enacted, for the immediate preserva-
tion of public property and safety, and for the daily operation of
said above named ~llunicipal departments in the absence of the offi-
cer in charge thereof, amd is hereby declared to be an emergency
measure and shall be in full force and effect imnediately upon its
passage.
I hereby certify that the foregoing Ordinan. ce was passed by
a two-thirds vote of the Council of the City of Bakersfield, on the
l~th day of October, 1917.
