AN ORDINANCE AMENDING ORDINANC,E, NO. 58
OF THE CITY OF BAKERSFIELD, ENTITLED REQUIRING
PLUMBERS TO REGISTER AND FURNISH BONDS AND TO
PROVIDE PENALTY FOR VIOLATI? OF S~I~E". BY AMEND-
ING SEOTION 1 OF SAID ORDI '?N/ANCE AND ADDING A NEW
SECTION TO BE KNOWN AS SECTION 3~.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BAKERSFIELD, as
fol lows:
SECTION 1. That Section 1 of Ordinance No. 58 entitled~ "REQUIRING
PLU~BERS TO REGISTER AND FURNISH BONDS AND TO PROVIDE PENALTY FOR VIO-
LATION OF SAME", passed by the Board of Trustees of the City of Bakers-
field, on the 28th day of January, 1901, be and the same is hereby
amended to read as follows:
SECTION 1. (a) On and after the first day of September,
1917, it shall be unlawful for a~y ~aster Plumber to carry on the bus-
iness of plumbing, or for any Journeyman Plumber to work at, or prac-
tice the trade of plumbim~ within the City of Bakersfield, unless he
shall first register his name, address, and years of experience, in
the office of the Plumbing Inspector of the City of Bal~ersfield, in
the City Hall of s~id City.
Notice of any change in the place of business of a registered
plumber must be immediately given to the ~PlumbJ~ng~'Insp~¢tor.
(b). No registration as Master or Journeyman Plumber shall
be m~de unles~ the applicant therefor shall have appeared before the
Board of Plumbing Examiners and submitted to an examination as to his
qualification as such Master or Journeyman Plumber.
SECTION 2. A new Section is hereby added to read as follows:
SECTION ~. (a). A Master Plumber, within the meaning of
this Ordinances, is one who h~s an established place of business and
works by cont'~act.
(b). A Journeyman Plumber, within the meaning of this

Ordinance, is one who ,as an employee, personally installs plumbing
work, bat does not mean a helper or an apprentice ~nder the direct
personal supervision of a Plumber dmly registered, as herein provided,
(c).. The Board of Health, or any officer of said Board of
Health, within the meaning of this Ordinance shall be construed to
mean the 'Health Officer? of the City of Bakersfield.
SECTION ~. This Ordinance is designed for the preservation of the public
health, and is hereby declared to be an emergency measure and shall be
in fall force and effect immediately upon its passage .by a two-thirds
vote and approval.
I hereby certify that the foregoing Ordinance was passed by
the Council of' the City of Bakersfield., on the 2~th day of August,
1917, by the following vote:
