SECTION 1. The following terms, whenever used in this Ordinance, ex-

Animal: Every horse, pony, donkey, mule, burro or other animal

by reins or voice.
Drive: To ride; drive, propel or ooerate.
Congested District: By cor4Mested district is meant all that cer-
tain territory described as follows: Nineteenth Street from
the westerly property line of F Street to the easterly prop-
erty line of N Street. Twentieth Street from the westerly
property line of H Street to the easterly prooerty line of L
Street,. Eighteenth Street from the westerly property line of
H Street to the easterly 9roperty line of L Street. H Street
from the northerly oro",.oerty line of Twentieth Street to the
southerly property line of Eighteenth Street. I Street from
the northerly property line of Twentieth Street to the south-
erly property line of EiMhteenth Street. Chester Avenue from

Street and Kentucky Street, it shall be unlawful for the
driver of any vehicle to stop the same or to cause the same

side of such vehicle parallel to and as near the curb as pos-
sible.
SECTION 14. No vehicle shall be left backed up to the curb ~xcept

SECTION 16. It shall be unlawful for the driver of any vehicle to

SECTION 17. The driver of any vehicle turning to the left from one

SECTION 24. Every motor vehicle must have devices in good working

SECTION 42. Other than on vehicles actually engaged at the time in

bridge shall have on its periphery any block, stud, flange,
cleat, ridge, bead or any other protuber,ance of metal or
wood which projects beyond the tread or traction surface
of the tire; but this section shall not be so construed as
to prohibit the use of tire chains of reasonable proportions
on motor vehicles when required for safety because of snow,
ice or other conditions tending to cause such motor vehicle
to slide or skid; provided, however, that braction engines or
tr.actors, the propulsive power of which is exerted not through
wheels resting upon the ground, but by means of a flexible
b~ad or chain, known as a movable track, may be operated upon
the public streets with transverse corrugations upon the
periphery of said movable tracks, on condition that a permit
shall first have been obtained as hereinafter provided.
SECTION 43. No motor or other vehicle shall be operated on or over

said motor or other vehicle or contrivance shall be equipped
with six wheels running on the street and with three axles
not less than ninety-six inches apart, without first obtain-
ing a permit as hereinafter provided.

shall be operated or moved upon or over any public street
or bridge, the weight of which resting upon the surface~of
said street or bridge exceeds eight h~ndred pounds upon any
inch of width of tire, when said vehicle is equipped with
tires made of other material than metal~ and no motor or
other vehicle, object, or contrivance for moving loads shall

extreme width of such vehicles, including any loading racks
thereon, shall not exceed one h~ndred twenty inches, as here-

ever, anything to the contrary herein notstanding, .that no
motor or other vehicle constructed or otherwise adapted for
carrying loads weighing four tons or more, exclusive of such
vehicle, shall be operated, driven, drawn or otherwise moved
upon the public street, whether laden or ~nladen, at a rate
of speed exceeding fifteen miles an hour; and provided, fur-
ther that nothing contained in this Section shall apply to
motor vehicles equipped with pneumatic tires.
