July 7, 1952. Present: Carnakis, Saunders, Smith, Shurley, Sullivan, Vanderlei, Vest Absent: None Minutes of the regular meeting of June 30, 1952 were read and approved as read. Reception of communication from Civil Defense Office e~closing statement made by Secretary of the Air Force to immediately activate the Ground Observor Corps. Matter referred to City Manager as Civil Defense Director. Upon a motion by Carnakis, seconded by Saunders, communicatiDn from the Civil Defense Office enclosing statement-made by the Secreta:ry of the Air Force to immediately activate the Ground Observer Corps on a 24 hour basis was received and ordered referred to the City Manager, who is Civil Defense Director of the City of Bakersfield. Approval of report from Director of Public Works on positions occupied by emergency appointees. Upon a motion by Shurley, seconded by Saunders, report from Director of Public Works advising that in accordance with Section 5 of Emergency Ordinance No. 936 New Series, G. Superintendent of Streets and J. A. Hathaway, Associate, are employees of the Public Works O. Carroll, Assistant Civil Engineering Department not meeting the residence qualifications of the City Charter, was approved. Approval of report from Recreation Department on position occupied by Emergency Appointee. Upon a motion by Saunders, seconded by Smith, report from Recreation Department advising that in accordance with Section 5 of Emergency Ordinance No. 936 New Series, Harold Aguirre, Male Supervisor in the Recreation Department does not meet the residence qualifications of the City Charter, was approved. 107 Bakersfield, California, July 7, 1952 - 2 Petition from residents in area requesting installation of Stop signs at intersection of Beale Avenue and Flower Street referred to Chief of Police for investigation and report. Upon a motion by Smith, seconded by Shurley, petition from 31 residents of the area requesting the installation of Stop signs at intersection of Beale Avenue and Flower Street was referred to the Chief of Police for investigation and report~ Acceptance of bid of Walter Mortenson, Inc. to furnish Public Liability insurance coverage for 1952-53 fiscal year. Upon a motion by Shurley, seconded by Carnakis, upon recommendation of the City Manager, bid of Walter Mortenson, Inc. to furnish Public Liability insurance coverage for fiscal year 1952-53 for a premium of $26,000.00 was accepted. City Auditor authorized to transfer unliquidated encumbrances of 1951-52 to the 09 Accounts Payable fund. Upon a motion by Smith, seconded by Vest, the City Auditor was authorized to make the following transfers of unliquidated ~ncumbrances for 1951-52 to the 09 Accounts Payable Fund: 11 General Fund 21 Park Fund 22 Recreation Fund 25 Capital Outlay Fund 31 Traffic Safety Fund 32 Motor Vehicle License Fund 82 Equipment Replacement Fund 83 Fire Dept. Equipment Repl. 87 Yard Stores Fund Fund $12,133.19 369.50 3,616.66 109,062.80 2,601.87 12,010.83 518.40 6,768.46 36,818.43 City Manager authorized to advertise for bids for leasing 2500 acres of the municipal farm for five year period with option to renew for additional five year period. It was moved by Carnakis, seconded by Shurley, that the City Manager be authorized to advertise for bids to lease 2500 acres of the municipal farm at the expiration of the present lease, for a period o:~ five years with option to renew for an additional five years. Substi~ute motion was made by Saunders that the City Manager be authorized to negotiate with the present lessee for a new lease on the municipal farm. The motion died for lack of a second. The original motion carried unanimously. 108 Bakersfield, California, July 7, 1952 - 3 Allowance of Claims. Upon a motion by Carnakis, seconded by Saunders, claims as audited by the Finance Committee were allowed, and the City Auditor was authorized to issue warrants on the City Treasurer to cover the respective amounts. Adjournment. Upon a motion by Vest, seconded by Carnakis, the Council adjourned. Order No. 10 with Won~erly Construction Company for installation of sn alarm and commun~catlon system betweem the ex~stin~ and new Sewage Treatment Plant. 117 Acceptance of Clerk's certificate that no written protests or objections were filed in the matter of Public Improvement District No. 690 and oral protests having been presented, action on confirming as.sessment in the matter of Public Improvement District No. 690 was held over one week. The certificate of the Clerk that no protests or objections had been filed was received, however, oral protests were presented by Mr. Stump, 139 Oakdale Drive, end by Mr. Woods, ].27 0akdsle Drive, which objections were considered and on motion off Camskis, seconded by Smith, action on confirming assessment in the matter of Public Improvement Distr~[ct No. 690 was continued for one week and the matter of the complaints was referred to the City Engineer to see that corrections Approval of supplemental agreement between the County of Kern and the City of Bakersfield for the payment of funds to City for recreational purposes. Upon a motion by Carnakis, seconded by Vest, the supplemental agreement between the City of Bakersfield and the County of Kern was approved and the Mayor was authorized to execute the agreement for the payment of funds for recreational purposes for the 19~2-53 fiscal year. City Manager authorized to retain the services of a structural engineer to make a survey of the City Hall build~n~. Upon a motion by Shur]ey, seconded by Smith, the City Manag,~r was authorized to retain the services of a structural e~gineer to make a survey of the City Hall building, at a cost of $80.00 per d~y. City M~nager's plan for removal of offices from the~south wing of City Hall was approved and authority given to make the necessary moves. Upon a motion by Shurley, seconded by Csrnakis, the City Manager was given authority to have the Auditor, Treasurer and Assessor offices moved to the Central M~re Station, the Police Dep~rtment to the build~n~ located at 17th and L Streets, and the C~rk to the office now being used by the Fire Marshal in the City Hall, at a cost of eoproximately $8,000, which shell include t~e cost of erectin~ temporary partitions at the fire station, and such other incidental cost of moving. Saunders was appointed to act as Chairman of the committee to study lease. Acceptance of b~d of Duncan Meter Company to furnish 1680 parking meters. Upon a motion by V~nderlei, seconded by Shurley, the bid of the Duncan Meter Company to furnish 16~0 parking meters was accepted and all other bids rejected. Mr. Camskis voted a~a~nst this motion. August 4, 1952. Present: Carnakis, Saunders, Shurley, Smith, Sullivan, Vanderlei, Vest Absent: None Minutes of the regular meeting of July 28, 1952 were read and approved as read. Opening bids to furnish 1500 gallons Traffic lacquer and 500 gallons Bead Binding Material. This being the time set to open bids to furnish 1500 gallon~s Traffic Lacquer and 500 gallons Bead Binding Material, all bids received were publicly opened, seconded by Carnakis, examined and declared. Upon a motion by Shurley, the bids were referred to the City Manager for study and recommendation. Reception of report from Ralph · A. Wiese, Structural Engineer, recommending that the City Hall be demolished. Approval of policy of the Council to build a new City Hall on the present location. A report from Ralph A. Wiese, Structural Engineer, on the structural examination of the City Hall was read, in which he recommended that the building be demolished, and upon a motion by Carnakis, seconded by Smith, the report was received and ordered placed on file, and the poliDy of the Council to build a new City Hall on the present locatio~ was approved. City Manager and City Attorney, accompanied by architect, authorized to go to Sacramento to consult with proper agencies to secure funds to build New City Hall. City Attorney instructed to prepare Resolution granting a variance to permit the cBnstruction, operation and maintenance of a rest home to be used for the care of ambulatory and convalescent patients at 1704 Beale Avenue.
