Opening of bids to furnish fire h~ rants to the City of Bakersfield for the fiscal year 1950-51. This being the time set to open bids to furnish fire hydrants to the City of Bakersfield for the fiscal year 1950-51, upon a motion by Carnakis, seconded by Cross, all bids received were publicly opened, examined and declared. Action on bids to furnish fire hydrants to tee City of Bakersfield Upon a motion by Carnakis, seconded by Shurley, action on the bids to furnish fire hydrants to the City of Bakersfield was held over for one week for study and recommendation of the Fire Chief and City Manager. Adoption of resolution i~tructing and directing Superintendent of Streets to correct the assessment and diagram filed in the matter of Public Improvement District No. 678. Mr. Siemon voted "No" on this motion. Acceptance of statement of County Clerk of the results of canvass of the special bond election returns and resolution of Board of Supervisors of Kern County, Cali£ornia, stating results of canvass of election returns of special bond election of City of Bakersfield held June 6, 1950. Upon a motion by Morelock, seconded by Siemon, the statement of the County Clerk of the results of canvass of the special bond election returns and the resolution of the Board of Supervisors of Kern County, California, stating results of canvass of election returns of special bond election of City of Bakersfield held June 6, 1950, were accepted.. Continued authorized to advertise for bids for legal adver- City of Bakersfield for the remainder of the year Acting Purchasing Agent authorized to advertise for bids for 1000 tons, more or less, of plant mix for the fiscal year 1950-51. Upon a motion by Shurley, seconded by Cross, the Acting Purchasing Agent was authorized to advertise for bids for 1000 tons, more or less, of plant mix to be furnished to the City of Bakersfield for the fiscal year 1950-51. Acting Purchasing Agent authorized to advertise for bids for 4~000 feet of 2~ inch, 1,000 feet of l~ inch and 500 feet of 3 inch fire hose of Bakers- field specifications for the fiscal year 1950-51. Upon a motion by Shurley, secon4ed by Morelock, the Acting Purchasing Agent was authorized to advertise for bids for 4,000 feet of 24 inch, 1,000 feet of l~ inch, and 500 feet of 3 inch fire hose of Bakersfield specifications, to be furnished to the City of Bakersfield for the fiscal year 1950-51. City Manager instructed to advise the Council as to procedures to be followed by the Council and other City authorities to initiate the construction of a building for the Police Department and City Jail ~acilities and suggesting ways and means of accomplishing such objective. Upon a motion by Carnakis, seconded by Shurley, the fol]owir~ resolution on the passing of Edwin A. Courts was ordered spread on the minutes of the Councii= In Memoriam WHEREAS, EDWIN A. C0UTTS, Detective in the Bakersfield Police Department, passed away on the 2nd day of July, 1950, and WHEREAS, he has a record of long and distinguished servia with the City, having been appointed to the Street Department on July 18, 1933, and having served on the Police Department continuously since June 16, 1936, and WHEREAS, he served the City for a period of sixteen years, eleven months and fourteen days, and WHEHEAS, he was held in high regard by this Council, his fellow officers on the Police Department, and his many friends, both in and out of the City service. NOW, THEREFORE, BE IT RESOLVED that in memory of EDWIN A. COUTTS' sincere and devoted service to the City of Bakersfield and .our resoect for him as a police officer and a citizen, we hereby extend to his widow, Mrs. Grace R. Courts, this expression of our deep sorrow and sincere sympathy. BE IT FURTHER RESOLVED that this resolution be spread on the minutes of this Council, and a copy be sent to Mrs. Courts. Bakersfield, California, July 17, 1950 - Continued Time of hearing set on proposed rezoning of that certain property at the northwest and southwest corners of H Street and California Avenue. A certificate of findings of fact of the Planning Commission having been filed recommending that the petition of Ross C. and Bertha Hoenshell to change the district boundaries of that certain property consisting of the northwest and southwest corners of H Street and California Avenue from an R-4 residential district to a C-1 (retail commercial) district be granted, upon a motion by Carnakis, secondled by Cross, August 7, 1980 was fixed as the time for hearing on the matte~ before the Council. Mayor authorized to execute agreement with Southern Pacific Company covering encroach- ment of the City's 24 inch storm drain in the railway reservation and Auditor was authorized to draw a warrant in the sum of $10.00 in favor of the Southern Pacific Company in consideration therefor. Upon a motion by Carnakis, seconded by Shutlay, the Mayor was authorized to execute agreement with the Southern Pacific Company covering the encroachment of the City's 24-inchs form drain in the railway reservation, and the Auditor was authorized to draw a warrant in tlhe sum of $10.00 in favor of said Southern Pacific Company in conside'ration therefor. Owners Association was requested to furnish a factual statement of the available rental properties in the City to the Council by August 7, 1950, and matter of rent decontrol was deferred until that date. Adoption of Ordinance No. 881 New Series amending Ordinance No. 658 New Series by repealing Section 68 and adding Section 73. Reception of certificate of City Clerk declaring referendum petition protesting against the adoption of Ordinance No. 877 New Series to be insufficient. A certificate of the City Clerk certifying that the number of signers to referendum petition filed July 19, ]_950 protesting against the adoption of Ordinance No. 877 New Series, does not meet the requirements of Section 32 of the Charter of the City of Bakersfield and is insufficient was read, and upon a motion by Cross, seconded by Shurley, the certificate was received and ordered placed on file. Upon a motion by Carnakis, seconded by Cross, a copy of Resolution of the Board of Supervisors of K~rn County in the matter of exemption of City of Bakersfield from county tax rate for structural fire protection was received and ordered placed on file. Adoption of Hesolution 93 setting forth Use Tax collection schedule pursuant to provisions of Ordinance No. 877 New Series. Upon a motion by Shurley, seconded by Cross, a resolution setting forth the Use Tax collection schedule pursuant to the provisions of Ordinance No. 877 New Series, was adopted as Ayes: Noes: Absent: Cross, Sburley, Siemon, Vanderlei Carnakis, Morelock Kuehn read by the following w)te: Purchasing Agent authorized to advertise for bids for road oil for period ending December 31, 1950. Upon a motion by Carnakis, seconded by Morelock, the Purchasing Agent was authorized to advertise for 200 tons of SC-3, 800 tons of SC-4 and 50 tons of SC-6 Road Oil, for period ending December 31, 1950.
