fiscal year 1950-51.
This being the time set to open bids to furnish fire hydrants
to the City of Bakersfield for the fiscal year 1950-51, upon a motion
by Carnakis, seconded by Cross, all bids received were publicly
opened, examined and declared.
Action on bids to furnish fire
hydrants to tee City of Bakersfield
Upon a motion by Carnakis, seconded by Shurley, action on the
bids to furnish fire hydrants to the City of Bakersfield was held
over for one week for study and recommendation of the Fire Chief and
City Manager.
Adoption of resolution i~tructing and
directing Superintendent of Streets to
correct the assessment and diagram filed
in the matter of Public Improvement
District No. 678.
Upon a motion by Cross, seconded by Euehn, a resolution
instructing and directing the Superintendent of Streets to correct the
assessment and diagram filed in the matter of Public Improvement

In re Declaration of Results of All Votes
Cast by Precincts and by Absent Voters
in the Primary Election Held June 6, 1950
The tabulation of the returns of the canvass as made of the
votes cast at the Direct Primary Election held on Tuesday, June 6,
1950, and also the votes cast by the absent voters, having been
completed, and the County Clerk having filed a Certificate to the
Result of the Canvass of Primary Election Returns, in pursuance of the,
provisions of Section 7962 of the Elections Code and of the resolution
of the Board of Supervisors of said County, heretofore adopted and
entered upon the minutes of the said Board, on motion of Supervisor
Salzer, seconded by Supervisor Walker, it is ORDERED that the result
of all votes cast at the several polling places in the precincts in
Kern County, and of the absent voters, for the said Direct Primary
Election held Tuesday, June 6, 1950, be, and the same is hereby
declared to be the same as shown by the attached tabulated Statement
of all v6tes cast hereby made a part hereof.

Upon a motion by Shurley, seconded by Morelock, the Mayor was in-
structed to appoint a committee to work out a solution to the problem of
dogs running loose in the City of Bakersfield, and such committee to make
its recommendation to the Council. Mr. Siemon voted "No" on this motion.

returns and the resolution of the Board of Supervisors of Kern County,

bond election of City of Bakersfield held June 6, 1950, were accepted..
Adoption of Resolution No. 92 of the
Council of City of Bakersfield declaring
results of special bond election held in
said City June 6, 1950, and instructing
the Clerk of the Council to enter in full
on the minutes of the Council the statement
of the Clerk of the Board of Supervisors
of Kern County certifying to results of
said election.
Upon a motion by Carnakis, seconded by Shurley, Resolution No. 92
of the Council of the City of Bakersfield declaring results of special
bond election held in said City June 6, 1950, and instructing the Clerk
of the Council to enter in full on the minutes of the Council the
statement of the Clerk of the Board of Supervisors of Kern County cer~ify-
ing to the results of said election was adopted.

Upon a motion by Siemon, seconded by Camskis, the City Manager
was instructed to advise the Council as to procedures to be followed

Vanderlei voted "No" on this motion.
Allowance of Claims
Upon motion by Camskis, seconded by Shurley, claims as audited
by the Finance Committee were allowed, and the City Auditor was
authorized to issue warrants on the City Treasurer to cover the respective
amounts.

to Edwin A. Courts, Detective in
Bakersfield Police Department.
Upon a motion by Carnakis, seconded by Shurley, the fol]owir~
resolution on the passing of Edwin A. Courts was ordered spread on the
minutes of the Councii=
In Memoriam
WHEREAS, EDWIN A. C0UTTS, Detective in the Bakersfield Police
Department, passed away on the 2nd day of July, 1950, and
WHEREAS, he has a record of long and distinguished servia with
the City, having been appointed to the Street Department on July 18,
1933, and having served on the Police Department continuously since
June 16, 1936, and
WHEREAS, he served the City for a period of sixteen years,
eleven months and fourteen days, and
WHEHEAS, he was held in high regard by this Council, his fellow
officers on the Police Department, and his many friends, both in and
out of the City service.
NOW, THEREFORE, BE IT RESOLVED that in memory of EDWIN A.
COUTTS' sincere and devoted service to the City of Bakersfield and .our
resoect for him as a police officer and a citizen, we hereby extend
to his widow, Mrs. Grace R. Courts, this expression of our deep sorrow
and sincere sympathy.
BE IT FURTHER RESOLVED that this resolution be spread on the
minutes of this Council, and a copy be sent to Mrs. Courts.

the Publications Review Board was received and placed on file.

Time of hearing set on proposed rezoning
of that certain property at the northwest
and southwest corners of H Street and
California Avenue.
A certificate of findings of fact of the Planning Commission
having been filed recommending that the petition of Ross C. and Bertha
Hoenshell to change the district boundaries of that certain property
consisting of the northwest and southwest corners of H Street and
California Avenue from an R-4 residential district to a C-1 (retail
commercial) district be granted, upon a motion by Carnakis, secondled
by Cross, August 7, 1980 was fixed as the time for hearing on the matte~
before the Council.
Mayor authorized to execute agreement with
Southern Pacific Company covering encroach-
ment of the City's 24 inch storm drain in the
railway reservation and Auditor was authorized
to draw a warrant in the sum of $10.00 in favor
of the Southern Pacific Company in consideration
therefor.
Upon a motion by Carnakis, seconded by Shutlay, the Mayor was
authorized to execute agreement with the Southern Pacific Company covering
the encroachment of the City's 24-inchs form drain in the railway
reservation, and the Auditor was authorized to draw a warrant in tlhe
sum of $10.00 in favor of said Southern Pacific Company in conside'ration
therefor.

Upon a motion by Kuehn, seconded by Carnakis, the Mayor was
authorized to execute a contract between the City of Bakersfield and the

A certificate of the City Clerk certifying that the number of
signers to referendum petition filed July 19, ]_950 protesting against the
adoption of Ordinance No. 877 New Series, does not meet the requirements
of Section 32 of the Charter of the City of Bakersfield and is

This was the time set for Joint hearing with the County Board
of Supervisors on the matter of the formation of Central Kern County
and City Recreation, Park and Parkway District in KernsCounty.
Petitions containing approximately 1820 names protesting
against the formation of the district were received and placed on file
with the Clerk of the Board. Representatives from ten school districts
asked to be excluded from the proposed district. After hearing all
protests and objections, as well as arguments in favor of the formation
of the District, the Board of Supervisors voted to sustain the objections
and abandon the formation of the proposed Central Kern County and City
Recreation, ~ark and Barkway District.

that no protests or objections were filed.

which the same are offered for dedication. Pursuant to the provisions
of Section 11587 of the Business and Professions Code, the Council of
the City of Bakersfield hereby waives the requirement of signature of
