Hearing on written report presented by City Engineer in matter of Street Zmprovement District No. 662 This being the time set for hearin~ on written report presented by the City Engineer in the matter of Street Improve- n~nt District No. 662, covering the proposed acquisition of all land necessary for the opening of a sixty-foot street between the Southerly line of Second Street and the Northerly Right-of-Way line of Kern Island Canal, all persons present were given the opportunity to present arguments against the acquisition. After having considered the one protest against the acquisition, it was moved by Ryder, seconded by Verca~mlen, that the proposed project is feasible and that the lands to be assessed will be able to car~y the burden of assessment to pay the cost of opening the street. This is the amount due him as architect,s fee based on .~100,000.00 as the cost of the job. Appointment of 0rral S. Luke, A. D. Sprayberry sand Charles Anspach as members of civil Service Commission for ~.~iscellaneous Departments Zt was moved by Ryder, seconded by Carnakis, that ~,~r. 0rral S. Luke, ~...~r. A.D. Sprayberry, and ~.~r. Charleys Anspach be appointed as members of the civil Service Commission for ~iscellaneous Departments, for a term of four years. Allowance of claims Upon motion by Caraakis, seconded by Ryder, claims as audited by the Finance Committee were allowed, and the city Auditor was authorized a~d instructed to issue warrants on the city Treasurer to cover the respective amounts. Holfelder, City Engineer, on the status of Plan Preparation for Postwar Public Works for Bakersfield was read, and upon motion by Siemon, seconded by Carnakis, was accepted Sad placed on file; and ~.fr. Holfelder's recDnnnendation for the use of funds allocated for the Plan Preparation was approved. Acceptmace of communication from W. G. Bain, Agent, A. T. & S. F. Ry. re train blocking "F" Street crossing A communication from W. G. Bain, Agent of the A. T. & S. F. Ry. Co., replying to City I~.~anager's letter of January lSth, regarding complaint of ~s. Grace E. Davis, of train blocking the "F" Street erossing for twenty-five minutes, was read, and upon motion by Carnakts, seconded by Vanderlei, was received and placed on file. City Manager instructed to reserve signals removed from 18th and 19th Streets at Union Avenue It was moved by Vercammen, seconded by Ca~nakis, that the City M~uager be instructed to reserve the two electric signals which were removed from 18th and 19th Streets at Union Avenue, and have them installed at 24th Street and Chester Avenue, and Kentucky and B~ker Streets. The motion carried by the following vote: Ayes: Carnakis, Cross, Norris, Ryder, Siemon, Vercannuen Noes: Vanderlei Absent: None City Attorney instructed to draw up contract with County of Kern to perform health functions for the City of Bakersfield and also to d~aw up necessary ordinance to abolish the City Health Department Upon motion by Ryder, seconded by Ca~nakis, the City Attorney was instructed to draw up the necessary contract to provide the City Council with the power to contract with the County of Kern for the performance of the Health and Sanitarian functions in the City. The City Attorney was also instructed to draw up the necessary ordinance to abolish the City Health Department preparatory to entering into said contract. City Attorney instructed to prepare Proposition re Fire Alarm System for ballot. Mr. Richard Leask, representing Bakersfield Chamber of Commerce, and Phil C. Pifer, Fire Chief, addressed the Council requesting that the proposition of acquiring and installing a modern Class "B" Fire Alarm System be presented to the vote of the people at elction of March 18, 1947. Upon a motion by Carnakis, secor~ed by Ryder, the City Attorney was instructed to prepare the necessary proposition to be placed on the ballot. Matter of changing top light on cabs referred to City Manager. the Regular Meeting of the Council of the City Citly before on the taxi cab company. Upon a motion by Vercammen, seconded by Vanderlei, the matter was turned over to the City Manager for a report back to the Council at meeting of February 10, 1947. The fee to be allowed for rental of poll- ing places used was fixed at $10.00 each, and the City Auditor was authorized andinstructed to issue warrants in these a~ounts.
