Minutes of the regular meeting of December 29, 1941
were read and approved as read.
Reception of Petition Advocating
appointment of Herbert P. Sears as
Councilman of the Fourth Ward.
Upon a motion by Marmaduke, seconded by Smith, a
petition signed by one hundred sixty residents of the City re-
commending the appointment of Mr. Herbert P. Sears as Councilman
of the Fourth Ward to fill the vacancy created by the death ef
Mr. H. J. Sollets, was received and ordered placed on file.
Adoption of Emergency Ordinance
No. 608, New Series, creating a
I~jor Disaster Emergency and Civil
Defense Council.
Upon a motion by Vercammen, seconded by Norris,
Emergency Ordinance No. 608, New Series, creating a Major Disaster
Emergency and Civil Defense Council and prescribing its powers
and duties, was adopted as read by the following vote:

Adoption of Emercency Ordinance
No. 609, New Series, amending
Local Defense Council Ordinance
No. 591, New Series.
Upon a motion by Marmaduke, seconded by Norris, Emer-
gency Ordinance No. 609, New Series, amending Section 5 of Local
Defense Council Ordinance No. 591, New Series, was adopted
as read by the following vote:

Acceptance of Resignation of
F. H. Curry as member of Civil
'Service Commission for Miscellaneous
Departments.
Upon a motion by Marmaduke, seconded by Clements,
the resignation of Mr. F. H. Curry, as a member of the Civil
Service Commission for Miscellaneous Departments was accepted
and ordered placed on file.
Recommendation for City Planning
Commission to eliminate Center Parking
Spaces on Chester Avenue between 4th
and 8th streets.
A recommendation from the City Planning Commission
recommending the elimination of center parking spaces in
Chester Avenue between 4th and 8th streets was read, and upon a
motion by Norris, seconded by Smith, the City Engineer was in-
structed to submit a report of the estimated cost of this project.
City Attorney to prepare Ordinance
permitting Bakersfield and Kern
Electric Hailway Company to Abandon
and remove all remaining street car
tracks in the city.
Upon a motion by Narmaduke, seconded by Clements,
the City Attorney was instructed to prepare an Ordinance per-
mitting the Bakersfield and Kern Electric Railway Company to
abandon and remove all remaining street car tracks in the city
and substitute buses. Also to provide that the Railway Company
shall be given six months from the time of discontinuance of
street car service to pay the city the sum of $8102.59 to re-
fmburse the city for a portion of the cost of resurfacing the
streets involved.
Appointment of Jake Vanderlei as
Councilman of the Fourth Ward
Upon a motion by Smith, seconded by Norris,
Jake Vanderlei was appointed Councilman to represent the
Fourth Ward of the City for the unexpired term of Henry J.
Sollers, Deceased.

City Clerk instructed to call for
bids to furnish concrete pipe to be
used in the construction of the
Beale Avenue Storm Drain.
Upon a motion by Narmaduke, seconded by Vercammen,
the City Clerk was instructed to call for bids to furnish ap-
proximately 250 feet of eight-inch, 375'fe~t of twelve-inch,
and V,000 feet of sixteen-inch cement concrete pipe for use
in the construction of the Beale Avende Storm Drain.
City Manager authorized to enter
into a contract with Bakersfield
Packing Company to lease Lot 2 of
the WeilI-Jastro Colony Tract.
Upon a motion by Smith, seconded by Norris, the City
Manager was authorized to enter into an agreement with the
Bakersfield Packing Company to lease all of Lot 2 of the Weill-
Jastro Colony Tract, consisting of approximately nine acres of

Ninutes of the Regular Neeting of January 12, 1942 were

Opening bids for cement concrete
pipe for Beale Avenue Storm Drain.
This being the time set to open sealed proposals to
furnish cement concrete pipe to be used in the construction of the
Beale Avenue Storm Drain, upon a motion by Clements, seconded by
Norris, proposal submitted by Stroud-Seabrook was publicly opened,
examined and declared, this being the only bid submitted.
Acceptance of proposal of Stroud-
Seabrook to furnish pipe for Beale
Avenue Storm Drain.
Upon a motion by Norris, seconded by Smith, proposal
submitted by Stroud-Seabrook offering to furnish cement concrete
pipe at the following prices was accepted, subject to the approval
of the project by the Works Progress Administration:
8" Pipe 36~ per foot
12" Pipe 39~ per foot
16" Pipe 50~ per foot
City Manager to provide service
flag for City Employees participating
in the armed forces.
Upon a motion by Vercammen, seconded by Vanderlei, the City
Manager was instructed to make the necessary arrangements to secure
a suitable service flag on which to designate the participation by
City employees in the armed forces.

Report of Firemens. Disability
and Retirement Fund.
Upon a motion by Smith, seconded by Norris, the annual
Financial Eeport of the Firemens, Disability and Retirement Fund
submitted by Walter W. Smith, Treasurer, for the period ending
December 31, 1941 was received and ordered placed on file.
City Attorney instructed to
prepare amendment to License
Ordinance covering vending machines
and pin ball machines.
A partial report submitted by the committee appointed to
investigate the revision of the License Ordinance recommending
changes in license fees covering the operation of vending machines,
weighing machines and pin ball games was read, and upon a motior~
by Clements, seconded by Vercammen, the City Attorney was instructed
to incorporate the recommendations in a License Ordinance amendment.
Allowance of Claims.
Upon a motion by Clements, seconded by Smith, claims
as audited by the Finance Committee were approved, and the City
Auditor was authorized and instructed to issue warrants on the
City Treasurer to cover the respective amounts.

whatever is possible to secure
added protection facilities at
"Q" Street kailroad crossing.
A cor~.~unication from ~,~r. M. L. Jennings, Superintendent of
the Southern Pacific Company, advising that in his opinion the "~"
Street Southern Pacific Railroad crossing is now adequately
protected was read, and upon a motion by Clements, seconded by
Vanderlei, the matter was referred to the City }~nager with
instructions to make further effort to secure needed additional
protection facilities at this crossing.

Financial Report for January, 1942.
Upon a motion by Mar~mduke, seconded by Smith, the City
Treasurer's Financial Report for the month of January, 1942 was
received and ordered placed on file.

Upon a motion by Mar~duke, seconded by Norris, claims
as audited by the Finance Committee were allowed, and the City
Auditor was authorized and instructed to issue warrants on the

paving and improving of Garces Circle, upon a motion by Smith,
seconded by Clements, all bids received were publicly opened,
examined and declared.
Action on bids to pave and
improve Garces Circle deferred
two weeks.
Upon a motion by 51armaduke, seconded by Vercammen, action
on proposals to pave and improve Garces Circle was deferred until
eight o'clock P.N. Narch 2, 1942 and referred to the City ~anager
and Engineer for their recommendations with instructions to submit
the proposals to the State Division of Highways for its consideration.

Council and amending .Emergency Ordinance #608, New Series, creating
and establishing a ~ajor Disaster and Civil Defense Council and
prescribing its powers and duties, and creating and establishing a
local emergency control center" be adopted as read. The motion

Ordinance No. 613 New Series entitled "An Emergency Ordinance Creating
and Establishing The Bakersfield Emergency Defense and Disaster Council

by Mr. C. F. Baug~nnan as a member of the Civil Service Commission
for the Fire Department was declared vacant due to loss of
qualification, he having removed from the City limits. Mr. Ralph Smith,

Traffic Regulation Ordinance.
A communication from the City ~anager pertaining to a
proposed revision of the Traffic Regulation Ordinance was read, and
in line with the City I~anager's suggestions, upon a motion by
Vercammen, seconded by l~armaduke, a committee consisting of two
Councilmen, the City Clerk and the City Attorney was appointed to
draft a revised ordinance and present same to the Council for its
consideration. The Mayor appointed Councilman Smith, the City
Clerk, the City Attorney and himself to act on this committee.

approved and City of Bakersfield delegates attending the convention
of California Cities to be held in Los Angeles during the week

Minutes of the Eegular Meeting of December 7, 1942
were read and approved as read.
City Attorney instructed to
prepare amendment to Plumbing
Eegulation Ordinance No.
618 N.$. re gas connections.
Upon a motion by Clements, seconded b~ Vercammen,
the City Attorney was instructed to prepare an amendment to
Plumbing Regulation Ordinance No. 61~ New Series regulating the
turning on and off of gas services similar to the one recently
adopted by the County of Kern on this subject.
Reception of City Treasurer's
Financial Report for November,
1942.
Upon a motion by Smith, seconded by Vanderlei,
the City Treasurer's Finance Report for the month of November,
1942 was received and ordered placed on file.
Adjournment.

Adoption of Ordinance No.
630 New Series regulating
gas service.
Upon a motion by Vercammen, seconded by }~rmaduke,
Ordinance No. 630 New Series regulating the turning off and
reconnecting of gas service was adopted as read by the following
vote:
Ayes: Clements,Narmaduke,Norris,Siemon,Smith,Vanderlei,Verca~en

Adoption of Resolution
approving first supplemental
Memorandum of Agreement re
expenditure of 1/4~ Gas Taxes
for Major Streets.
Upon a motion by Norris, seconded by Clements,
a Resolution approving first supplemental Memorandum of Agreement
covering the expenditure of 1/4~ Gas Taxes on Streets of Major
Importance for the fiscal year ending June 30, 1943 was adopted
as read by the following vote:
Ayes: Clements,Marmaduke,Norris,Siemon,Smith,Vanderlei,VercaEmen
Noes: None
Absent: None
Proposed realignment of 30th
Street in the vicinity of
Jewett Avenue referred to the
Planning Commission.
A report submitted by City Engineer Holfelder
covering details in connection with the proposed realignment of
30th Street in the vicinity of Jewett Avenue was read, and upon
a motion by Smith, seconded by Vanderlet, the project was
referred to the Planning Commission for consideration.

Allowance of Claims.
Upon a motion by ~rmaduke, Seconded by Vanderlei,
claims as audited by the Finance Committee were allowed, and the
City Auditor was authorized and instructed to issue warrants on
the City Treasurer to cover the respective amounts.
Adoption of Emergency Ordinance
No. 631 New Series creating a
department of Civilian Defense.
Upon a motion by Norris, seconded by Vanderlei,
Emergency Ordinance No. 631 New Series creating a department of
Civilian Defense and providing for the regulation thereof, was
adopted as read by the following vote:
Ayes: Clements, Norris, Vanderlei, Vercammen
Noes: Narmaduke, Siemon, Smith
Absent: None

Appointment of Earl J. Miner as
co-ordinator for the War Council.
Upon a motion by Clements, seconded by Vanderlei,
Miner was appointed co-ordinator for the War Council,

City Clerk instructed to call for
bids to furnish two automobiles
for Police Department.
Upon a motion by Marmaduke, seconded by Vanderlei, the City
Clerk was instrncted to advertise for sealed bids to furnish two
sedan type automobiles for use by the Police Department.
Adoption of Resolution authorizing
and directing the City Auditor to
deduct 6% Victory Tax from pay
checks of City employees.
Upon a motion by Vercammen, seconded by Smith, a Resolution
authorizing and directing the City Auditor to deduct and withhold
from the wages and salaries paid to each officer and employee of
the City the 8~ Federal Victory Tax beginning January l, 1943, was
adopted as read by the following vote:

Noes: None
Absent: None
City Engineer to prepare plans and
specifications and City Clerk to
advertise for bids to construct
gutters on parkway from Oleander to
Oak Street.
Upon a motion by I~armaduke, seconded by Vanderlei, the City
Engineer was instructed to prepare plans and specifications an~ the
City Clerk was instructed to call for bids to construct gutters on
parkway from Oak Street to Oleander Avenue, by the following vote:
