Upon a motion by Siemon, seconded by Bartlett, Ordi-
nance No. 472 New Series, adopting Section 9-A of the State Act,
regulating the deposit in banks of city moneys and bonds securing
was adopted as read by the following vote:

Upon a motion By Boden, seconded by Smith, a report
showing the financial condition of the Firemen~s Relief & Pension
Fund for the .year ending December 31, 1935, submitted by H. H. Smith,
Treasurer, was accepted and ordered placed on file.
Adoption of Plan & Specifications for
Reinforced Culvert at Union Avenue &
East Side Canal..
Upon a motion by Bartlett, seconded by Boden, plan and
specifications covering the proposed construction of a reinforced
culvert at Union Avenue and the East Side Canal were approved.

Negotiate with East Side Canal Co. re-
Cost of Proposed Culvert.
Upon a motion by Bartlett, seconded by Gist, the City
Manager and the City Engineer were instructed to negotiate with
the East Side Canal Company relative to the method of payment to
cover the construction of a reinforced concrete culvert at
Union Avenue and the East Side Canal.

Upon a motion by Siemon, seconded by Bartlett, certified
check in the sum of ~400.00, presente~ by Rexroth & Rexroth, the
successful bidders on the proposed construction of a culvert at
24th Street and the Kern Island Canal, awarded on December 16, 1935,
was ordered returned.

and to Nake a Report re-Handling of
Liquors.
Upon a motion by Boden, seconded by Bartlett, the Chief
of Police was instructed To investigate and to s~omit a report to
the Council relative ~o existing conditions in the City of Bakers-
field with respect ~o ~he handling of liquors.

Proposed License Ordinance Amendment re-
Beauty Schools& Colleges Referred to
License Collector & the City Attorney.
This being the time set to further consider the
advisability of adopting an amendment to the license ordinance,
providing for a license fee o~ beauty schools and coileges~ the
Council proceeded to hear arguments both for and against a measure
of this kind and all having been given an opportunity to be heard,
upon a motion by Siemon, seconded by Smith~ the hearing was
closed and a proposed ordinance presented by Attorney Heard was
referred to the City Attorney for legal ~pinion with instructions
to confer with the license collector relative to the amount of
the license fee.
Adoption of Resolution Authorizing
Mayor to Execute Memorandum of Agree-
ment re-Expenditure of the ~ Gasoline
Tax Funds.
Upon a motion by Bartlett,

Engineer was instructed to submit a report $o the Council setting
out suggested projects to be paid for by the first two quarterly
installments of the ~ ~ gasoline tax allocation to be received
from the state for the improvement of streets of major importance.

Upon a motion by Bartlett, seconded by Smith~ the City
TreasurerTs Financial report for the month of December, 1935 was
received and ordered placed on file.
Reception of Report from Chief of
Police re-Liquor Conditions in the
City.
A reportjsubmitted by the Chief of Police on liquor
conditions Lu the City of Bakersfield at the present time, was read
and upon a motion by Boden, seconded by Bartlett, the report was
accepted and ordered placed on file and a copy of same was ordered
submitted to the State Board of Equalization.

Side Canal.
Upon a morion by Bartlett, seconded by Smith, the Eayor
was authorized and instructed To execute a notice ~o the East Side
Canal Company to either repair the existing bridge or to construct
a suitable reinforced concrete culvert at the intersection of
Union Avenue with the East Side Canal.

Upon a motion by Siemon, seconded by Sollers, action
of the Countil on December 16, 1935, accepting the proposal submitted
by Rexroth & Rexroth proposing ~o conszrucv a reinforced concrete
culvert at 24th Street and the Kern Island Canal~ was rescinded.

Upon a motion by Siemon, seconded by Smith, all
proposals submitted and opened on December 16, 1935~ proposing
to construct a reinforced concrete culvert at 24th Street and the
Kern Island Camal were deemed to be excessive and~ therefore~
rejected and all certified checks accompanying the pr~pos~!s
were ordered returned.

Upon a mot2on by Boden, seconded by Sollers~ claims
as audited by the Finance Committee were allowed and the Auditor
was instructed to issue warrants on the Treasurer to cover same.
Additional Allowance of ~700.00 Granted
Police Judge for Salary for Clerk.
Upon a ~otion by Barttett~ seconded by Sollers~ an
additional appropriation o£ ~700.00 was granted the police
judge for clerical help during the fiscal year ending J~e 30,
1936 with Cotuacilman Siemon voting in the negative.

was read and upon a motion by Bartlett, seconded by Smith, the
matser was referred to the City Engineer for any suggestions
he may have to offer and also referred to the Planning Co~nission
for recommendation.
City Attorney to Prepare Amendment to
Taxation Ordinance No. 30 N.S., re-Changes
in forms of Tax Roils.
Upon a motion by Smith, seconded by Bartlett, the City
Attorney was instructed to prepare the necessary amendment to
Taxation Ordinance No. 30 New Series 5o cover changes in form
of assessment roll sheets to conform with wishes of the State
Board of Equalization.

Upon a motion by Boden, seconded by Smith, an agreement

Approval of Radio Broadcasting Agree-
ment with County of Kern.
Upon a motion by ~oden, seconded by Smith, action of
the Council of January 20, 1936 in approving a Radio Broadcasting
Agreement with the Count.y of Kern was rescinded and an agreement
dated January 27, 1936, by and between the City of Bakersfield
and the County of Kern, covering the establishing, maintaining
and operating a Radio Broadcasting Station, was approved and the
~ayor was authorized and instructed ~o execute the agreement.

Upon a motion by Siemon, seconded by Bomen, the City
~ana~er was authorized and instructed to execute a W.P.A.?roposal
to cover the trimming of approximately twelve thousand trees
in Parkways.

Proposed Agreement with County o~
Kern to Handle City Health Work,
Referred to City Attorney.
A proposed agreement, between the Board of Supervisors of
the County of Kern and the Council of the City of Bakersfield, propos~ag
that the County handle the City Health work for an annual fee of $600.00,
was presented and upon a motion by Boden, seconded by Smith, the matter
was referred to the City Attorney for opinion. He to report back to the
Comncil next ~onday.
Proposed Elimination of Open Ditch
Along North Line of Bernard Street,
Referred to Manager.
A petition was presented by Geo.W. Premo, spokesman, for
property owners along the north line of Bernard Street, asking that
steps be taken to eliminate the open ditch along the north line of the
Street, and upon a motion by Siemon, seconded by Smith, the matter was
referred to the City Manager for a report of some feasible plan.
Acceptance of Resignation of Mr.
Frank A. Bartlett as Councilman for
Second Ward.
The resignation of Mr. Frank A. Bartlett, Councilman
of the Second Ward was read and upon a motion by Siemon, seconded by
Boden, the resignation was accepted and the City Clerk instructed to
to
wr~te/Mr. Bartlett and express to him regrets of the Council at his
leaving and to thank him for his splended work as Councilman, City
Planning Commissioner and Miscellaneous Civil Service Commissioner.

Upon a motion by Boden, seconded by Smith, a Resolution
authorizing and directing the Mayor to execute a memorandum of
Agreement by and between the City of Bakersfield and the State

City Clerk Instructed to Call for Bids
for Construction of Reinforced Concrete
Bridge at Union Ave.& East Side Canal.
Upon a motion by Boden, seconded by Sollers, the
City Clerk was instructed to advertise for bids to construct
a reinforced concrete bridge at Union Avenue and the East
Side Canal, the proposals to be opened February lO, 1936.
Also that the Mayor be authorized to execute a notice to
be given the East Side Canal Company that the East Side Canal
Company will be held responsible for the cost of the construc-
tion of this bridge.
Plan Submitted by the Skyline Nursery
& Landscaping Company for Traffic
Circle Planting.
A plan submitted by the Skyline Nursery & Landscap-
ing Company, setting out a proposed planting plan for the
Traffic Circle, was presented and upon a motion by Siemon,
seconded by Sollets, the plan was referred to the Park Com-
mission.

Minutes of the Regular Neeting of February 3, 1936 were
read and approved as read.
Opening Bids for one Reinforced Con-
crete Culvert at Union Avenue and
East Side Canal.
This being the time set to open sealed proposals, covering
the proposed construction of one reinforced concrete culvert at
Union Avenue and East Side Canal, upon a motion by Smith, seconded by
Gist, all proposals received were publicly opened, examined and
declared.
Proposal of Opperman & Kampe to Construct
Culvert at Union Avenue & East Side Canal
Accepted.
Upon a motion by Siemon, seconded by Smith, the proposal
submitted by 0pperman & Kampe agreeing to construct a reinforced
concrete culvert at Union Avenue and East Side Canal, for the sum of
$5,984.86, was accepted and all other bids rejected.
Further Discussion on Licensing of
Beauty Schools & Colleges.
The Council proceeded to again listen to discussions, both
for an~against, providing for a license on beauty schools and colleges
and all having been given an opportunity to be heard, it was moved
by Siemon that discussion on this matter from the public be discon-.
tinued. There was no second to this motion and upon a motion by Boden,
seconded by Sollers, the matter was deferred for further action until
the Council Meeting of Monday, ~ebruary 17, 1936.
Upon a motion by Boden, seconded by Sollers, the City
Treasurer,s Financial Report for the month of January, 1936 was
received and ordered placed on file.

Reception of Communications Advising
Present Milk Inspection Service by
County of Kern.
Communications from Teakwood Farms, Wasco Creamery,
Peacock Dairies, Inc., Superior Creamery and Kern County Milk
Producerst Association, advocating that the present milk in-
spection service by the County of Kern be retained and that
the City make no ~eparate milk inspection were presented, and
upon a motion by Boden, seconded by Gist, the communications
were received and ordered placed on file.
City Attorney to Prepare Resolution
Endorsing the Improvement of San Buena-
ventura Harbor.
Upon a motion by Boden, seconded by Smith, the City
Attorney was instructed to prepare a Resolution endorsing the
Improvement of San Buenaventura Harbor and urging the Representa-
tive of this District in Congress and other Federal Agencies to
support same.
Allowance of Claims.
Upon a motion by Sollers, seconded by Gist, claims
as audited by the Finance Committee were allowed and the Auditor
was instructed to issue warrants on the Treasurer to cover same.
Objections Presented by City of Bakers-
field to Federal Authorities for Appli-
cation by County of Kern to Install
Radio Station Withdrawn.
Upon a motion by Siemon, seconded by Smith, the Council
ordered objections withdrawn to Federal authorities to grant an
application by the County of Kern to install and operate a Radio
Broadcasting Station.
City Attorney Instructed to Prepare
Resolution to Close Alley in Block ~67-C.
Upon a motion by Siemon, seconded by Smith, the City
Attorney was instructed to prepare a ~esolution to close the
first Alley north of 22nd Street, running west from B Street,
in Block 467-C.

This being the time set to open sealed bids received,

A communication from the Amalgamated Neat Cutters
and Butcher Workmen, Local # 193, urging the Council to adopt an
ordinance proposing to close establishments handling food products
was read
during certain days and hours~/and upon a motion by Boden, seconded
by Gist, the letter was received and ordered placed on file.
Written petitions were then presented, signed by a large number
of citizens advocating the adoption of the ordinance, and al~o
written protests were presented, signed by a large number of
residents, against the adoption of the ordinance. It was
moved by Siemon, seconded by Boden, that the ordinance be adopt-
ed. No vote was taken on this motion due to the Council then
adjourning on a motion by Siemon, seconded by Sollers.

to Furnish one One and One-half Ton
Truck for Fire Department.
This being the time set to consider proposals to furnish
one One and 0ne-half Ton Truck for use in the Fire Department and
a full and complete investigation having been made with respect
to the merits of all trucks offered, it was determined by the
Council that the proposal submitted by Geo. Haberfelde Inc., offering
to furnish one One and One-half Ton Ford V-S Chassis with closed Cab,
for a total price of $9~0.07, was the lowest responsible bid submitted.
Therefore, upon a motion by Boden, seconded by Gist, the propostal
submitted by Geo.Haberfelde,Inc., was accepted and all other bids
rejected.
Contract Awarded to Furnish Three One
and One-half Ton Dump Trucks.
This being the time set to take action on proposals
submitted, covering the proposed purchase by the City of Three
Dump Trucks for use in the Street Department and a full and complete
investigation having been made with respect to the merits of all
trucks offered, it was determined by the Council that the proposals

The following motion was introduced by Councilman
Siemon, seconded by Councilman Boden: "That we proceed with
the work of covering Lake Street (Two Blocks) as a W.P.A.Project
as soon as assurance can be had that W.P.A. Funds will be avail-
able, with the distinct understanding that the $4,300.00 budgeted
to W.P.A. Projects be allocated to this Project, and that that
sum and the sum already contributed by the property owners
shall be the full extent of the co~nitment of the City to the
Project and that if Funds from W.P.A. sources cease after the
work is started that the City is to be to no further obligation
in the premises and not obligated to complete the work". The
motion was carried by the following vote:
