Petition for Refund of Unused Portion of License Filed. A petition presented by Mrs. N. of the Boyst Shop at 1SiS Chester Avenue, made of the unused portion of the quarterly license,due to the business no longer being conducted~ was read and upon a motion by Boden, seconded by ~galters, was ordered placed on file. E. Hitchcock, proprietor asking that a refund be City Attorney Instructed to Prepare Amendment to License Ordinance to Cover License Fee on Boxing and Wrestling Exhibitions. Upon a motion by Carlock, seconded by Benson , the City Attorney was instructed to prepare an amendment to the License Ordinance to provide that a license fee of $10.00 will be exacted for exhibitions of Boxing and Wrestling. Adoption of Resolution Diminishing Width of Alley in Block 328, Under Resolution of Intention No. 612. No protests having been filed, upon a motion by Carlock, seconded by Martin, a resolution ordering the diminishing of the width of the alley in Block 328 Bakersfield, from 33 to 20 feet, as outlined in Resolution of Intention No. 612, was adopted as read by the following vote: Ayes: Boden, Carlock, Noes: None. Absent: Benson. Headen, Johnson, ~artin, Walters. Adoption of Ordinance No. 376 N.S. Amend- ing License Ordinance No. 346 N. S. re- Wrestling & Boxing Exhibitions. Donation Toward Expenses of Convention of Valley Federation of Womens Clubs. In compliance with a request from the Civic Commercial Association, upon a motion by Martin, seconded by Walters, the City Auditor was authorized and instructed to issue a warrant in favor of the Civic Commercial Association for $50.00, to he used to help defray the expenses of the Convention of Valley Federation of Womens Clubs. The motion was carried by the following vote: Ayes: Headen, Johnson, ~artin, Walters. Noes: Benson, Boden, Carlock. Allowance of Claims. Upon a motion by Carlock, seconded by Walters, claims as audited by the Finance Committee were allowed and the Auditor was instructed to issue warrants on the Treasurer to cover same. Acceptance of Resignation of E.B. Duncan as ~ember of Civil Service Commission for Police Dept. Upon a motion by Carlock, seconded by Martin, resignation placed by E. B. Amendment to License Ordinance Ordered, Covering Change of Licenses on Laundries~ etc. Upon a motion by Boden, seconded by Martin, the City ~anager and. City Attorney were instructed to prepare an amend- merit to existing license ordinance to provide for a change in the section pertaining to licenses on laundries, etc. Appointment of Geo. F. Hughes as Nember of the Civil Service Com- mission for Police Department. Upon a motion by ~artin, seconded by Carlock, Geo. F. Hughes was appointed a member of the Civil Service Commission for the Police Department to fill the u~expired term of ~r. E. B. Duncan, which will expire December 31, 1934. The motion was carried by the following vote: Ayes: Benson, Carlock, Johnson, ~artin. Npes: Boden, Headen. Absent: Walters. It was then moved by Boden, seconded by Johnson, 'that the appointment of ~r. Geo. F. Hughes be declared ananimous. The motion was carried without any dissenting votes. Adjournment. Action on Petition for Oleomargarine License Fee Deferred One ~onth. A petition signed by a number of dairymen, farmers and residents of Kern County, requesting that the Licen~e Ordinance be amended to provide for a quarterly license fee of $100.00 to sell oleomargarine in the City was read. Several persons presented arguments both for and against such an ordinance. It was then moved by Carlock, seconded by ~artin, that action on the matter be deferred until 8 o'clock P. ~. April 18, 1932. The motion was carried with Councilman Benson voting in the negative. Allowance of $25.00 per month made for Use of City Engineer's Automobile on City Business. Upon a motion by Johnson, seconded by Benson, an approp- riation of $25.00 a month, effective on this date, to pay for the use of the City Engineer~s personal car while used on City business was made. Letter from President of ~ity Nanagers' Section of League of California Nunici- palities Accepted. A communication from ~. Jas. S. Dean, President of the City Nanagers, Section of the ~eague of California Municipalities, thanking the Nayor and the Council for their hospitality extended to the City Managers' Section during their recent Convention at Bakersfield was read and upon a motion by Carlock, seconded by Nartin, was accepted and ordered placed on file. akersfle~d, California, march 14~ 1932. Report Submitted by ~ajority of Committee Appointed to Investigate Handling of Rubbish and Garbage. was A report/submitted by Councilmen Johnson and Nartin, representing a majority of a committee appointed to investigate the advisability of changing the present method of collecting and disposing of rubbish and garbage at the expiration of the present contract, in which it was recommended that the City grant to the highest responsible bidder, after the proper ad- vertisSng, an exclusive franchise to collect and dispose of al~L rubbish and garbage in the City. Upon a motion by Carlock, seconded by Boden, the report was received and ordered placed on file. Adjournment. Action on Proposed Amendment to License0rdinance~ Pertaining to Bankrupt Stocks, eferred One Week. A petition signed by a number of merchants of the City requesting that the present License Ordinance be amended to provide for a license fee of $500.00 for the first day and $100.00 for each day thereafter to sell and dispose of'bank- rupt stocks in the City was read, and upon a mo¥1on by Benson, seconded by Boden, action on the petition was deferred until the regular meeting of Narch 28, 1932. Action on Resolution Endorsing the Acquisition by the County of a 40 Acre Plot at Fort TeJon Deferred One Week. A resolution submitted by Harold Brown Post of the Veterans of Foreign Wars, proposing that the Council endorse the acquisition,by the County of Kern,of a 40 Acre plot of land, including the Fort Tejon site, to be used for a ~emorial and Public Park was read and upon a motion by Walters, seconded by Johnson, action on same was deferred for one week. City Attorney Instructed to Prepare Amendment to License Ordinance Increasing Fee on Disposing of Bank- rupt Stocks. Upon a motion by Martin, seconded by Walters, the City Attorney was instructed to prepare an amendment to Section 4, of License Ordinance No. 346 New Series, increasing the license fee for the selling of bankrupt, assigned and damaged goods to $100.00 per day. Councilman Benson voted in the negative .on this motion. froposed Resolution,re-acquisition by the County of 40 Acres at Fort Tejon for Public Park, Said on Table. Upon a motion by Martin, seconded by Jo}u~son, a resolution submitted by the local post of the Vetbrans of Foreign %¥ars, proposing that the Council recommend the purchase of a 40 acre plot of land, by the County of Kern, including Fort Tejon to be used as a Memorial and Public Park was laid on the table. Communication from W.C.T.U. Protesting the Enacting of a License Fee on Butter Substitutes Placed on File. A communication presented by the Anna Gordon Chapter of the Womans Christian Temperance Union protesting the i]acreasing of the license fee on butter substitutes was read, and upon a motion by Carlock, seconded by Johnson, was ordered placed on file. City Attorney Instructed to Prepare Amendment to License Ordinance on Outside ~elivery Trucks Handling Merchan- dise in the City. Upon a motion by Martin, seconded by Walters, the City Attorney was instructed to prepare s~ amendment to License Ordinance No. 346 New Series, establishing a license fee for the operation of outside delivery trucks and wagons distributing merchandise in the City. ,35 Bakersfield, California, ~arch 28, 1932. Proposed Elimination of License Fee on Certain Amusement Games. A petition presented to the Council requesting the elimination of a license fee of $10.00 per month on certain amusement games was read, and upon a motion by Carlock, seconded by ~artin, action on same was deferred for one week. City Attorney Instructed to Contact Surety Company, re-back--re-delinquent Rubbish and Garbage Fee. Upon a motion by Walters, seconded by Carlock, the City Attorney was instructed to notify the Columbia Casualty Company that unless all delinquent amounts due from Frank H.Jameson~, the holder of the present contract to collect and dispose of rubbish and garbage, are paid at once that suit will be started immediately to enforce the payment. City Attorney Instructed to Prepare New Rubbish and Garbage Resolution Ordinance and Contract. ~ Upon a motion by Benson, seconded by ~artin, the City Attorney was instructed to prepare a new contract granting the exclusive privilege of collecting and disposing of all rubbish and garbage in the City, and also a new ordinance regulating the col- lection and disposal of rubbish and garbage so that same will be ready to be adopted at the expiration of the present contract held by Frank H. Jameson. Adjournment. Upon a motion by Carlock, seconded by Benson, the City Attorney was instructed to amend submivision "K" of Section 33, of .License Ordinance No. 346 ~ew Series, to provide for a quarterly license fee of ~10.00 on certain types oI' portable arausement games where operated in connection with a regular established business. Adoption of Ordinance No. 377 N.S. Providing for Increased License Fee on the DispositiSn of Bankrupt Stocks. Upon a motion by Martin, seconded by Carlock, Ordinance No. 377 New Series, amending subaivision 4, of Section t?, of Ordinance No. 346 New Series, to provide for a .license of $100..00 and da~aged per day for the selling of bankrupt, assigned/stocks in the City, was adopted as read by the following vote: Ayes: Boden, Carlock, Johnson, ~artin, i~alters. ~oes: Benson, Headen. Absent: None. Invitation to Meet with Board of Supervisors to Discuss Economy Measures Accepted. ' A communication addressed to the Council, by the Kern County Board of Supervisors, invitiag all Councilmen to attend a meeting in the Emerson School Auditorium at ten o~clock ~atu~.day April 9th. to participate in a discussion of problems inwplved in redacing taxes was read, and upon a motion by Carlock, seconded by Johnson, was accepted and ordered placed on file and all Councilmen who can possibly do so were requested to attend the meeting. The names' of Tom Klipstein and Josh Clark were pre- sented in nomination for the position made vacant by the resig- nation of ~eo G. ~auly, and upon s motion by Carlock~ seconded by ~artin, ~r. Tom Klipstein was appointed to fill out the expired term of ~r. Pauly as Civil Service Commissioner for the Police Department, by the following vote: Ayes: Benson~ Carlock, Johnson, ~artin. Oleomargarine Hearing Deferred Indefinitely. This being the time set to further consider a petition asking for an increased license fee to cover the selling of oleo- margarine and Qther butter substitutes, upon a motion by Benson, seconded by ~artin, the matter was laid on the table. Refund of 1932 F.F.Taxes to ~. S. P~obasco, due to D~uble Assessment. Upon a motion by Carlock, seconded by Denson, the City Auditor was authorized and instructed to issue a warrant to B. S. Probasco for ~4.65, due to double assessment of 1932 Personal Froperty Taxes. Cancellation of 1926-27 ~elinquent Taxes on ~roperty Acquired by the City for ~treet Furposes. Upon a motion by ~artin, seconded by ~aiters~ the City Auditor was authorized and instructed to cancel assessment No.5430~ shown on the 1926 delinquent roll, on a piece o~' property 30 x 610.5 feet in Block "P"~ of the LoweLl Addition, due to this property now being a part of "I" Street. City ~anager Instructed to Again Contact Board of Supervisors re- Gasoline Taxes. Upon a motion by Boden, seconded by Walters, the <,ity manager was instructed to again contact the Board of Supervisors relative to the City of Bakersfield obtaining a portion of the gasoline taxes, turned over to the County by the State.
