City Attorney was instructed to prepare a Resolution extend-
ing to Mr. Martin Gundlach and others who so graciously donated
shoes and other merchandise to the poor at Christmss time,

Minutes of the Regular Meeting of January 3, 1933
Road Oil Proposals Rejected and
offering to furnish the City with Road Oil for the Calendar Year
ending December 31, 1933, upon a motion by Carlock, seconded by
Johnson, all bids received were rejected snd the City Clerk
specifications.
Reappointment of E. L. Hougham &
T. E. Klipstein to Civil Service
Commissions.
Upon a motion by Martin, seconded by Johnson,
mr. T. ~. Klipstein was reappointed as a member of the Civil
Service Commission for' the Police Department for a term to
expire December 31~ 1938 and Mr. E. L. Hougham ss a Member of
the Civil Service Commission for the Miscellaneous Depertments
for a term to expire December 31, 1936.
Resolution from Taxpayers Protective
League re-Decrease in Expenditures
By the City.
A Resolution presentea by the Taxpayers rrotective
~eague, requesting the City Council to ma~e a reduction of not
less than 25 percent in all city salaries and city expenditures
was presented by a com~ittee. A verbal address in support of such
Resolution was made by W. H. Cooley~, Henry Eissler and ?rea Oribble.
Upon a motion by Boden, seconded by ~artin, the Resolution was
received and ordered placed on file..
City Attorney Instructed to Prepare
New Salary Ordinance.
Upon a motion by ~artin~ seconded by Benson, the City
Attorney was instructed to prepare a New Salary Ordinance in
accordance with a list ~f proposed, salaries to be paid city
employees, submitted by Councilman Elmer Martin. The motion
~as carried with Councilman ~alters voting in the negative.
Committee from Council Appointed to
Meet with Eepresentative of Taxpayers
League.
Upon a motion by ~artin, seconaed by Johnson, the
~ayor ~as requested to ap?oint a Committee Prom the Council to
meet with a Co~nittee from the Tsxpayers ~rotective League to
discuss City disbursements, The ~ayor appointed Councilman
~artin, RoSen & Walters and City Manager Clarke on this Committee.
Councilman Benson at this time retired from the session.
~otion to Amend License Ordinance to
Provide for Fee from Rubbish & Garbage
Collectors Failed tO Carry.
It was moved by Boden, seconded by ~alters, that
the City Attorney prepare an amenCment to the License ~rainance
to provide for a fee to be exacted from Rubbish anG Garbage
collectors. The motion failed to pass by the following vote:
Ayes: Boden, Heaaen, ~alters.
Noes: Oarlock, ~ohnson, ~artin.
Absent: Denson.
Rubbish &.Garbage D~sposal Discussed.
i~r. James Petrini appeared before the Council and
entered a verbal protest on behalf of the operators of restau-
rants, to the auoption of the proposed rubbish and garbage
regulation Oruinance in its revised form, and after some ais-
cussion, it was moved by Boden, seconded by Walters~ that the
i~ubblsh and Garbage Resulation Committee of the Council,
consisting of Councilmen Boden, Benson and Walters, be in-
structed to meet with the operators of restaurants in the
City and to report back to the Council in two weeks time. The
motion failed to pass by t~e following vote:

a Decrease in License Fee, Presented.
A communication addressed to the Cotu~cil~ by i~r. E.R.Wedge,
asking a 75 percent reduction in existing License Fees was read, and
upon a motion by Martin~ seconmed by Johnson, the communicatiun was
received and ordered placed on file.
Reception of Oity Treasurer's Financial
Report for ~ecember, 1933.
Upon a motion by Boden~ seconoed by martJn~ the City
Treasurer's Financial Report for the month ol' December, ~932 was
received and ordered placed on file.
Adoption of Resolution of khanks to

Christmas Charities.
Upon a motion by Waiters, seconded by ~artin~ a Resolution
thanking ~r. Martin Gundlach and others who very generously aonated
merchandise and other contributions at Christmas Time, was ~]opted
as read by the following vote:
Ayes: Boden, Carlock, Headen~ 0ohns~n, ~art~n, ~,alters.
Noes: None.

Allowance ol' Claims.
Upon a motion by Carlock, seconded by Martin, claims as
audited by the Finance Committee were allowed and the Auditor was
instructed to issue warrants on the Treasurer to cover same.
Petition from M. G. Brittan for
Damages to Property Alleged to Have
Been Sustained by Work on ~nion ~venue.
A communication addressed to the Council by Mr. ~. ~. Brittan,
petitioning for damages alleged to have been sustained by a cut in
the roadway in Union ~venue, was rea~ and upon a motion by ~srtin,
seconded by Boden~ the petition ~s referred to the City ~ana~er
and the City Attorney for recommendation.

A communication addresseO to the Council by i~[r. Percy 3~twood,

~as read and upon a motion by Boden, seconded by Zalters, was

a motion by martin, seconded by Johnson, all proposals were
publicly opened, examined and declsred.

Upon a motion by Cartock, seconded by Martin, action
on proposals to furnish Road Oil w~s deferred until the ~egular
~eeting of January 23rd. and referred to the City hngineer for
recommendation.
City Attorney Instructed to Prepare
Rubbish & Garbage Regulation 0rdin~once
in Revised Form.
Upon a motion by Martin, seconded by Johnson, the
City Attorney was instructed to prepare an ~r~inance covering
the collection and disposal of Rubbish & Garbage and to include
suggestions presented at this Council Meeting.
Petition to Reduce Expenditures,from
T~xpayers ~rotective League, ~resented.
A petition presented by the "Taxpayers Protective League", recom-
mending certain changes to reduce ~xpenditures of the City was
read to the Council and upon a motion by Boden, seconded by
Martin, was received and ordered placed on file.

Ui~on a motion by ~artin, seconded by Johnson,
action on proposed New Salary Ordinance was deferred until
the ~egular ~aeting of January 30, 1933.
City to Cooperate with County in
Broadcasting of Police Calls.
Upon a mot~o~ by ~artin, seconded.by Benson~ the
City went on record as agreeing to cooperate with the County
in the matter of Broamcasti~g Police Calls.

of Firemen & ~nginemen, Lodge No.731,
Protesting Reduction in Salaries,
Presented.
A resolution adopted by Lodge No. 731 of the Brother-
hood of ~iremen & Enginemen, protesting any decrease, at this
time, in the salaries paid City Employees was read, and upon a
motion by ~artin, seconded by C~rloc~ was received and or-
dered placed on file.
Appropriation to League of California
Municipalities for Furnishing Assist-
ance & Information with Reference to
Gasoline Tax Allocation.
Upon a motion by Walters, seco~ded by Boden, the
City Auditor was authorized and instructed to issue a
u'arrant for $125.00 to the League of California ~unicipalities
for furnishing assistance and information with reference to
new allocation of Gasoline Taxes, provided that the claim can
be allowed under our C~ty Charter.

to Furnish Road 0il.
This being the time set to further consider proposals
submitted
/offering to furnish the City with the necessary amount of Road
Oil for the calendar year ending December 31, 1933, upon a motion
by Carlock, seconded by Walters, proposal submitted by F.A.Hopper
to furnish the oil according to specifications for .47~ a barrel
was accepted and all other bids rejected.
Reception of Firemen's Relief &
Pension Fund Financial Report for
Year ending December 31, 1932.
A report submitted by Mr. H. H~ Smith, Treasurer of the
Fi~emen's Relief & Pension Fund, showing the Financial transactions
of the Fund for the Calendar Year ending December 31, 1932 was
read and upon a motion by Martin, seconded by Johnson, the Report
was received and ordered placed on file.
Golden State Highway to be Included
in Truck Route.
In accordance with suggestion offered by ~r.E.E.~allace,
State District Engineer, upon a motion by Carlock, seconded by
Benson, the Council unanimously agreed that this thoroughfare, when
completed, should be included in the arteries/t~e used by trucks
and agreed to amend the Traffic Ordinance when necessary to accomplish
this purpose.
Notion to License Rubbish & Garbage
Collectors, Defeated.
It was moved by Boden, seconded by Walters, that no
change be made in the e~isting Rubbish & Garbage Regulation Ordinance,
and that a License Fee be exacted from each rubbish and garbage
collector. The motion failed to pass by the following vote:
Ayes: Boden,Headen,Walters.

Report re-advisability of Filing
Brief at Gas Rate Hearing.
It having been called to the attention of the Council
that the Railroad Commission of the State of California has
requested that all cities desiring to protest gas rates must
file Briefs before F~bruary 21st~ upon a motion by Martin,
seconded by Carlock, the City ~anager and the City Engineer were
instructed to investigate and report back to the Council as to
whether or not it is their recommendation that an exhibit be filed
before the next hearing.
Brotest Against Proposed Salary & Wage
Reductions, Presented and Filed.
Communications from Frank S. Reynolds Post of the
American Legion, Harold Brown Post of the Veterans of Foreign Wars,
Kern County Peace Officers Association~ The Kern County Labor Council
and the Local Lodge of The Brotherhood of Firemen & Enginemen, pro-
testing all proposed salary and wage reductions for city employees
was read, as was also an amended recommendation submitted by
the Taxpayers Protective League and a report submitted by a Committee
of the Merchants Association of Bakersfiela, both recommending ways
and means of suggested economies. Upon a motion by Boden, seconded by
dartin, the communications and resolutions were received and ordered
placed on file.

on proposed New Salary Ordinance was deferred for one further we.~k.

Planning Commission, Accepted.
Resignations submitted by City Planning Commissioners
W. J. Schultz, C. L. Taylor, Jaso T. Graham, Otto Kamprath and
F. S. Boden were presented and upon a motion by Nartin, seconded
by Carlock, the resignations were accepted, effective on this date.
City Attorney Instructed to Prepare
Ordinance Establishing New Planning
Commission.
Upon a motion by Carlock, seconded by Martin, the
City Attorney was instructed to prepare an ordinance establishing
a new Planning Commission and setting out new rules and regula-
tions to govern that body.
Adoption of Resolution Consenting to
Relinquishment, by California Highway
Commission to City of Bakersfield, of
Golden State Avenue.
Upon a motion by Benson, seconded by Johnson, a
Resolution consenting to the relinquishment, by the California
Highway Commission to the City of Bakersfield, of that portion
of the Golden State Highway within the limits of the City,
after same has been improved, was adopted as read by the follow-
ing vote:
Ayes: Benson, Boden,Cartock, Headen,Johnson, Martin, Walters.

City of Bakersfield, California, held in the Council Chamber of
the City Hall at 2 o'clock P.M. January 31, 1933.

A Special meeting of the Council of the City of
Bakersfield was regularly called for 2 o'clock P.m. Tuesday,
January 31, 1933 for the purpose of taking whatever action may
be deemed necessary, pertaining to an application for a hearing
before the State Railroad Commission, relative to the construc-
tion of a Highway Crossing over the Southern Pacific Yard Tracks.,
near "R" Street.

Execute a Petition Asking for
Hearing on Highway Crossing.
Upon a motionby Boden, seconded by Walters, the nayor
and the City Clerk were instructed, on behalf of the City of
Bakersfield, to execute application No. 17,763, petitioning the State
Railroad Commission for an order authorizing the construction of
a crossing, by the County of Kern, over the tracks of the Southern
Pacific Railroad Company at a point east of "R" Street, between
2$th & 25th Streets.

Upon a motion by Walters, seconded by Johnson,
Ordinance No. 397 New Series, creating a New Planning Commission
for the City of Bakersfield was adopted as read by the following

It was moved by Walters, that all matters to be presented
to the Council for action be in writing, for filing purposes, and
that a time be set,by the Council, to hear verbal petitions and
protests on any subject and there being no second to the motion
it failed to carry.
Letter from Realty Board re-Appoint-
ment of Committee to Investigate
City Expenditures, Presented.
A letter from the Bakersfield Realty Board advising the
Council that a Committee of Five had been appointed for the purpose
of making a study of Governmental expenditures was read, and upon
a motion by Benson, seconded by Martin, was received and ordered
placed on file.

Upon a motion by Martin, seconded by Carlock, the
Bakersfiel~ Californian was requested to publish the present
salary rating of all City Employees.

Communication from Kern County Tax-
payers Protective League, re-Private
Use of City Owned Automobiles,
Referred to Manager.
A communication addressed to the Council by the Kern
County Taxpayers Protective League, protesting the use of City
owned automobiles for private use~was read, and upon a motion
by Benson, seconded by Carlock, was received and ordered placed
on file and the matter referred to the City Manager for investiga-
tion and report.
Investigating Committee Appointed re-
Accusation Against Police Lieutenant--
O. G. Heckmann.
A communication from Chief of Police Webster, recommending
the appointment of an investigating committee to investigate accusa-
tions against Police Lieutenant O. G. Heckmann, pertaining to alleged
removal of confiscated liquors from the Police Department store room
was read, and upon a motion by Boden, seconded by Johnson, was
received and ordered placed on file and Messrs Tom Klipstein,
C. L. Gibson & Geo. F. Hughes were appointed as a committee to
investigate the matter and report their findings to the Council.
City Fire Dept. Ordered to Answer
Calls for Fire Protection at the
County Hospital, the Old Folks Home
and the Detention Home.
A communication from the Kern County Board of Super-
visors, asking that arrangements be made to have the City Fire
Department answer calls for fire protection from the Kern General
Hospital, the Old Folks Home and the Detention Home was read, and
upon a motion by Benson, seconded by Boden, the City Manager was
instructed to instruct the Chief of the Fire Department to see
that such calls are answered.

Acceptance of Invitation from
Frank S. Reynolds Post of the American
Legion to Attend ~rogram on "Americanism".
An invitation extended to the Council by the
Frank S. Reynolds Post of the American Legion, to attend a
program on "Americanism" at the Legion Hall on the evening of
February 16th., was read and upon a motion by Johnson, seconded
by Martin, the invitation was accepted and all Councilmen who
can be present were requested to attend.
Adoption of Ordinance No. 399
Amending Salary Ordinance No. 398 N.S.
Upon a motion by Boden, seconded by Martin, Ordi-
nance No. 399 New Series, repealing Section 15, and amending
Section 20, of Salary Ordinance No. 398 New Series was adopted
as read by the following vote:
Ayes: Benson, Boden,Carlock, Headen, Johnson, Martin,Walters.
Noes: None.

priation for Air ~ail Service Deferred.
A Resolution,protesting the proposed elimination
or curtailment in the Federal Budget of Nineteen Million(S19,000.000.0
Dollars for Air Mail service,was presented by Councilman
Johnson and it was moved by him that the Resolution be adopted
as read. There being no second to the motion the Resolution
failed to carry and action on same was deferred.

Upon a motion by Martin, seconded by Carlock, a petition
asking for a decrease in the License Fee, covering the operation
of vending machines, was referred to the City Manager for recom-

City Attorney Instructed to Prepare
Amendment to License Ordinance re-
Fees for Wrestling & Boxing Contests.
Upon a motion by Martin, seconded by Bensnn, the City
Attorney w~s instructed to prepare an amendment to Section 41
of the License Ordinance to provide for a license fee of $5.00 per
quarter for the operation of Wrestling & Boxing contests in Theatres
paying the regular theatre license.

Upon a motion by Carlock, seconded by Walters, the
Salaries of each Election Officer serving at the Nominating
Election to be held on Narch 21st. and at the General Election
to be held April ll, 193~ was fixed at Ten ($10.00) Dollars,
and the City Auditor was authorized and instructed to issue
warrants for this amount to the individual election officers
serving.

Inspectors.
Communications from the Bakersfield Electric Club,
the Merchant Plumbers Association of Bakersfield and a communi-
cation signed by six general contractors, protesting any change
in the days worked by the Electrical & Plumbing Inspectors were
read, and upon a motion by ~artin, seconded by Benson, were
received and ordered placed on file.

for General Tax Purposes.
A communication from State Director of Finance,
Rolland A. Vandegrift, relative to the proposed passage of State
Legislation to provide for the payment of approximately Nine Million
($9,000,000.00) Dollars from motor vehicle fuel tax revenue for
highway bond interest and redemption was read, and upon a motion
by ~artin, seconded by Carlock, the Council went on record as
opposing any change in the present law relative to the expenditure
of the motor vehicle fuel tax revenue.

of City Owned Automobiles.
A report submitted by City ~anager Clarke, relative to
the use by City ~mployees of automobiles owned by the City of
Bakersfield, was read and upon a motion by Benson, seconded by martin,
was received and ordered placed on file.

A communication addressed to the Council by
~rs. Louise Armstrong offering to sell to the City the
property adjacent to Beale Fark, formerly o~ed by the

~$?,500.00) Dollars was read and upon a motion by Boden,
seconded by ~artin, was received and ordered placed on file.
Allowance of Claims.
Upon a motion by Carlock, seconded by ~artin~
claims as audited by the ~inance Committee were allowed
and the Auditor was instructed to issue warrrants on the
Treasurer to cover same, except a claim presented by

Upon a motion by ~artin, seconded by Johnson, the City
Nanager and City Attorney were instructed to prepare an ~rdinance
providing for a License Fee on each vehicle used for the purpose of
transporting bakery products from bakeries outside of the City.
Request of H.A.Ingalls to Demonstrate
New method of Oiling Streets.
gr. N. A. Ingalls appeared before the Council and requested
permissidn to demonstrate a new method of oiling streets by a
penetration of at least six inches of surface. Upon a motion by'
martin, seconded by Carlock, the matter was referred to the City
Nanager and the City Engineer to cooperate with mr. Ingalls and allow
him to demonstrate his method.
Claim of ex-Janitor John L. Bickers
for Wages.
A petition presented by John L. Bickers, formerly a Janitor
in the City Hall, claiming wages from February 22, 1932 to date, was
read and upon a motion by Boden, seconded by gartin, the matter was
referred to the City Attorney for recommendation.

man and Board of Education Filed by
City Clerk.
A Certified list of candidates eligible for the office
of Councilman and gemDer of the Board of Education was filed by the
City Clerk in compliance with Section 78 of Article 7 of the Ch~rter,
and upon a motion by Walters, seconded by Nartin, the City Clerk's
certificate was accepted and the City Attorney instructed to incor-
porate same in the Nominating Election Proclamation, calling a
City Election to be held throughout the City on garch 21, 1933.

Protest Against Present License Fee
On ~erchandise Vending Machines.
A communication from mr. C. B. O'Guinn, protesting
the license fee of $3.00 per quarter on merchandise vending
machines was read, and after some discussion, upon a motion by
~artin, seconded by ~.lters, the City Attorney was,~instructed
to amend License Ordinance No. 391 New Series by eliminating
the provisions for a license fee on vending machines. Councilman
Johnson voted in the negative on this motion.
Letter from League of California
Municipalities re-Use of Gasoline
Tax Monies.
A communication from the League of California Nuni-
cipalities, recommending that the Council oppose any move to
provide for the diversion of gasoline tax money to the General
Fund of the State, was read and upon a motion by Martin, seconded
by Boden, was accepted and ordered placed on file.
City Attorney to Prepare Resolution
Indorsing Assembly Bill No. ll?2 to
Provide for reallocation of dasoline
Tax Revenue.
Upon a motion by Benson, seconded by Martin, the City
Attorney was instructed to prepare a Resolution indorsing and
advocating the enactment of proposed Assembly Bill No. 1172,
pertaining to the reallocation of gasoline tax revenue.

Operation of Building Department.
A report submitted by ~r. R. H. Hubbard, Building Inspec-
tor, relative to the operation of the Building Department was read
and upon a motion by Martin, seconded by Walters, the report was
accepted and ordered placed on file.

Failed to Carry.
It was moved by martin, that the Plumbing Inspector and
the Electrical Inspector work four hours each day. There was no
Second and mr. Martin then withdrew his motion.
Communication from Chamber of Commerce
re-City Expenditures.
A communication from the Bakersfield Chamber of Commerce
recommending that everything possible be done to reduce city expendi-
tures was read, and upon a motion by ~artin, seconded by Boden,
the letter was received and ordered placed on file.
Offer of C. W. Hartman to Sell to the
City a Second Hand Road ~aintainer.
A communication from ~r. C. W. Hartman, offering to
sell to the City a combination road maintainer and scarifier was
read and upon a motion by Nartin, seconded by Johnson, the matter
was referred to the City Nanager and the City Engineer for
investigation and report.

being legally assessed on the first Monday in March of 1932.

Proposal of Roland Curran &
John Shields to Lease Sewer Farm.
This being the time set to take further action on
prop6sals received to lease the sewer farm for agricultural
purposes, upon a motion by Carlock, seconded by Walters, pro-
posal submitted by Roland Curran and John Shields offering
a cash bonus of Four Hundred ($400.00) Dollars to be paid
at the time of the execution of the lease and an additional
Two Hundred Fifty ($250.00) Dollars each year in addition to
25 percent of the crop was accepted, and the Nayor and the
City Clerk authorized to execute a lease on behalf of the City.
City Clerk Instructed to Advertise
for Proposals to Handle Collection
and Disposal of Rubbish & Garbage.
Upon a motion by Benson, seconded by Johnson, the
City Clerk was instructed to advertise for sealed bids to
cover the collection and disposal of all rubbish and garbage
for a term of five years in accordance with provisions of
~rdinance No. 396 New Series and all amendments thereto.
The motion was carried by the following vote:

the recommendation of that group that the bid presented
by the Southern California Disposal Company be accepted, and
upon a motion by Boden, seconded by ~artin, the communications

& Garbage Regulation Ordinance to provide for a decrease of
25% in the collection rates for residences and a 10% decrease in
the collection rates for business establishments.

Attorney was instructed to prepare a contract to cover the proposed

Auditor was authorized and instructed to issue a warrant for
Fifty ($50.00) Dollars to ex-fireman D. E. Reed as payment in
full for all claims against the City of Bakersfield for extra
compensation due to alleged injuries.

outside the City limits was read, and upon a motion by Boden,
seconded by Walters, the petition was received and ordered

both for and against the repealing of the Ordinance.

A petition for the cancellation of 1932-33 Taxes

proposals received covering the proposed purchsse of an automobile

furnish one Plymouth Standard Six Sedan for $757.75, less an
allowance of $75.00 for the old Ford touring car was accepted a~d
all other bids rejected.
Recommendations to Construct Subway
for School Children Under Union
Avenue, at t7th Street.
Communications from the Parent Teacher's Association of
the Fremont School and the Exchange Club of Bakersfield, recommending
the construction of a Subway under the Union Lvenue Highway at
17th Street for use by school children was read, and upon a
motion by Boden, seconded by Martin, were received and ordered
placed on file, action on this matter to be taken as soon as
possible.

to Taxation Ordinance Eo. 30 N. S.~
Decreasing Tax Penalties.
Upon a motion by Boaen~ seconded by Sollers, the
City Attorney was instructed to prepare an amendment to
taxation Ordinance No. 30 New Series, decreasing the penalty
on the first installment of taxes from 10~ to 8% and on the
total taxes unpaid April 20th. of each year from 5% to 3%.

Chapter No. 20, asking that the present License Ordinance Fee .~or

Upon a motion by Smith, seconded by Eartin, the
City Clerk was instructed to call for bids to Cover the proposed
repaving of North Chester Avenue and West 19th Street, caused
by the abandonment of the Car Tracks thereon, the Specifications
of the work to be furnished by the City Engineer.

Upon a motion by Sollets, seconded by Smith, the City
Attorney was instructed to prepare a Resolution to provide for
an Election to be held in conjunction with the State W£de Elec-
tion on December 19, 1933, to Submit to the voters oi' the City a
proposition to amend the City Charter ~roviding for the Election
of Councilmen at large, each Ward of the City to be represented.

Ordinance r~-Delinquent Tax Penalties.
The Committee of the Council appointed to investigate
the advisability of changing our ~resent Taxation Ordinance to
comform to the present State Law, covering the collection of
delinquent taxes, reported that it was their recommendation that
an Emergency Ordinance be prepared similar to Section 3817~ of
the the State Political Code and that provisions be made for the
payment of delinquent taxes of one year or more. Upon a motion
by Siemon, seconded by Smith, the Committee's re~ort was accepted
and the City Attorney instructed to prepare an ordinance in
accordance with the report.

of ~chool Children.
Mr. J. H. Thornber appeared before the Council on behalf
of the construction of a Subway under Union Avenue near the inter-
section at 17th Street for Fremont School Chilaren to use, and
after some discussion, upon a motion by c;iemon~ seconded by mmith,
the City Manager was instructed to place adequate traffic signs
on Onion Avenue as a protection for School Children attending
~remont School until such time as the crossing can be protected
by better means.

State Division of Highways Requested
to Expedite the ¥~idening and Otherwise
Improving of Union Avenue.
It having been called to the attention of the Council that
an appropriation of ~'ifty-five Thousand ($55,000.00) Dollars has been
made by the State to be used for the purpose of widening and otherwise
improving Union Avenue south of the intersection with Golden State
Avenue~ upon a motion by Walters, seconded by Siemon, the City Nanager
was instructed to contact the State Division of Highways and request
that the work be expedited as much as possible.
Protest re-Distribution of Advertising
Matter.
A communication from h. R. ¥~edge, calling the attention of the
Council to alleged violation of Ordinance No. 19 New Series~ regulating
the distribution of advertising matter was read and upon a motion
by Siemon~ seconded by ~'ilson, the matter was referred to the Cit~z
Manager with instructions to see that the ~olice Department enforce the
provisions of this Ordinance.

Upon a motion by Boden, seconded by Siemon, the action
of the Council of August 21, 1933, accepting the proposal submitted
by the Hill Auditing Company of Bakersfield to nudit the Books a~nd
Accounts of the City for the Fiscal Zear ending June 30, 1934 was
rescinded, the City Attorney having informed the Co%mcil that in
his opinion the action of the Council in awarding the Contract
to the Hill Auditin6 Company was not valid, due to the Hill Auaiting
Company not beln~ qualified Certified Public Accountants as
provided in Section 41 of the City Charter.

Upon a motion by Boden, seconded by Smith, the City Clerk
was instructed to readvertise for bids to furnish One Fi~e Passenger
Sedan for use by the Police Department in accordance with specifications
to be furnished by the City ~anager.

Regulation Ordinance Deferred One ~eek.
~r. John ~. Heard, attorney representing the Res~lty
Board of Bakersfield, appesred before the Council and submitted
a proposed orainance regulating the filing of maps, etc., on
any new subdivision and presented to the Council an oral argu-
ment on behalf of the adoption of the ordinance. J~fter some
discussion, upon a motion by Siemon, seconded by Boden, action
on this matter was deferred for one week for investigation and
the City Engineer was instructea to be present at the next
regular meeting with his recommendations on this matter.
City Attorney to Prepare Resolution
Endorsing the Central Valley ~ater
rroject to be Voted upon December 19,1933.
Upon a motion by walters, seconded by Boden, the City
A~torney was instructed to prepare a Resolution endorsing the
legislation, pertaining to the Central Valley ~ater rroject to
be voted upon by electors of the ~tate of California on December
19, 1933.
Proposed Amendment to Dance Regulation
0rminance Providing for Closing of Public
Dance Halls at One 0~Clock A.~.
A proposed ordinance amending dance regulation Ordi-
nance No. 171 New Series, providing that all dances shall be
stopped and discontinued and all public dance halls shall be
closed at One 0~clock A.~. instead of Twelve O~ctoc~ ~t~night,
was read and upon a motion by Boden, seconded by V~ilson, the
~rdinance was referred to the City Attorney for his approval.
Adoption of Ordinance No. 421 N.S.,
Amending License Ordinance No. 391 N.S.,
Pertaining to "Sell Out Sales".
Upon a motion by %~ilson, seconded by Smith, Ordinance
No. 421 New Series, Amending License Ordinance No. 391 New Series,
to provide a limit of sixty days on "Sell Out Sales" and also
providing that no new stock shall be added during the period of
such sales was adopted as read by the following vote:

Proprietors of Three Rooming Houses Cited
to Appear to Show Cause Why ~'ermits Should
~ot Be Revoked.
A reco~nendation submitted by 3~cting Chief of ~olice,
O. G.Heckmann, that steps be taken to revoke permits to conauct
and operate certain rooming houses in the City was read, and upon
a motion by Siemon, seconded by Smith, the City Clerk was instructed
to issue Citations to Marjorie Johnstone, operating the "Europe Hotel"
at 2024 L Street, Theresa Summers, operating the "Central Rooms" at
1201- 20th Street and Josephine Fielas, operating the "St.~nne Hotel"
at 1912 K Street, to appear before the Council at eight o~clock ~.M.
Monday, November 27, 1933 an¢% at that time show cause, if any they
may have, why the permits to operate and conduct such rooming houses
should not be revoked.
Committee Appointed to investigate
Froposed Change in License f'ees.
A communication from H. H. Smith, City License Collector,
recommending a number of changes in the ~icense Ordinance, w~:s
read and there being no objection the ~ayor appointed Councilmen.
Siemon, Smith and Somen as a Conm~ittee to %york in conjunction ¥~ith
the City [~anager and License Collector relative to the advisability
of making changes in existing Licenses aria to report their £inmings
to the Council.

This being the time set for Theresa Summers, operating
the "Central Rooms" at 1201- 20th Street and Josephine Fields,
operating the "St. Anne Hotel" at 1912 K Street to appear bel'ore
the Council ana show cause why rooming house permits held by
them should not be revoked~ it was called to the attention of
the Council by ~r. Calvin Conron, attorney representing
Theresa Summers, that she can not appear at this time ~ue to
illness, and Mr. Conron asked that the hesring be deferred.

Upon a motion by Boden, secondem by ~ilson, the City
~anager was instructed to request the City Planning Commission to
call a Special Meeting to meet with the Council to consider the
proposed new subdivision ordinance, an~ that publiclity be given
in local newspapers of this meeting so that all persons interested
in the matter may appear at such meeting and be heard.

Jumgment.
Councilman Siemon at this time requested to be absent
during the consideration of a claim presented by e~:-detective
=eslie A. Canaday. Mr. Siemon was given permission anm withdrew
from the Council Chamber. Upon a motion by ~alters, seconded by
Bomen, the City ~uditor was authorized ane instructed to issue
