warrants on the Treasurer to cover same.
Proposed Better Qua~ers for
City Prisoners.
Upon a motion by,alters, seconded by Johnson, the City Manager
was instructed to arrange for better quarters for city prisoners.

This being the time se~ to take action on petition presented by the
San~a Fe Railway Company, asking for a permit to relocate two spur tracks
crossing "D" Street, upon a motion by Headen, seconded by Oarlock, the matter.
was referred to the City ~nager and the City Attorney for recommendation,and
action on same was deferred until January 20, 19S0.
Acceptance of City Treasurer's Financial
Report for December, 1929.
Upon a motion by Benson~ seconded by Headen, the City Treasurer's
Financial Report for the month of December 1929 was accepted and ordered
placed on file.
City Clerk Instructed to Advertise for
One Three Ton Du:mp Truck and One Pick Up
Truck.
Upon a motion by Headen, seconded by Carlock, the City Clerk was
instructed to advertise for bids to furnish One Three Ton Truck for use by
the Street Department and (he Pick Up Truck to bo used by the Electrolier
repair man.
Adoption of Resolution Advocating Ap]~intmant
of E. F. Britta~ aa Federal Judge.
Upon a motion by Benson, seconded by Oarlock, a resolution advocating
the appointment of E. F. Brittan, Superior Court Judge, as Federal Judge for the
Southern California District was adopted as read by the following vote~

This being the time set to further consider a petition presented
by the Santa Fe Railway Company, asking for pe~mlsaion to relocate ~wo

the petition was laid on the table.
Adoption of Resolution Overruling Protest
Against Construction of Sewers in Sewer
District No. 600.
This being the time set to hear protests against the contemplated
construction of sewers in Sewer District No. 600, the Council proceeded to
consider an oral pretest presented by Charles A. Dean, a proper~y owner in
the District. After consideration, upon a motion by Walters, seconded by
Corbett, a resolution overruling the protest was adopted as read by the
following votes

Upon a motion by Oorbett, seconded by Walters, a resolution

surrounding same at Jastro Park was adopted, and the City Clerk instructed to
call for bids for the work.

District No. 600, upon a motion by Corbett, seconded by Johnson, all bids

Petition for Donation to Convention of
California Purchasing Agents, Denied.
Nr. W. N. Wiley, County Purchasing Agent, eppeared before the
Council and requested a donation of $100.00, to help defray the expenses to
be incurred at a Convention of California Purchasing Agents to be held in
Bakersfield, beginning March 6th. After some discussion, upon a motion by
Headen, seconded by Oarlock, the petition was denied.
Adoption of Fire Department Regulation
Ordinance No. SS9 New Series.

New Series~ regulating the Fire Department of the City of Bakersfield was

Action on Petition to Open 21s% Street~
From Cedar to Oak Streets, Deferred for
One Month.
A petition presented by property owners requesting that steps be
taken to open 21st Street~west from Cedar to Oak Streets, was read and upon
a motion by Johnson, seconded by Corbett, action on same was deferred until
the Regular Meeting of March 3, 1930 and referred to the City Manager tS inter-
view the Kern County ~nd Company v~th a view of acquiring the land necessary
to open the Street.
Recommendation from the Civic Commercial
Association that the Collection and Disposal
of Rubbish & Garbage be Handled by Private
Contract.
A communication and repor~ submitted by the Civic Commercial Association,
recommending to the Council that the colSectien and disposal of rubbish and garbage,
be handled by private contract was read, and upon a motion ~y Headen, seconded
by Walters, the report and communication were accepted and ordered placed on
file and the City Clerk instructed to transmit a letter of thanks to the Civic
Commercial Association for their cooperation in this ma~ter.

to cover the contemplated construction of a fence surrounding new Tennis Court

Auto Club of Southern California to Make
Traffic Survey.
Messrs. Arthur 3. Crites and W. F. ~hitaker, representing the Traffic
Committee of the Civic Commercial Association, appeared before the Council and
advised that the Auto Club of Southern California was willing to make a traffic
survey of the City and to submit reports covering, at their own expense,if
requested to do so. U'pon a motion by Headen, seconded by Walters, the City
Clerk was instructed to cemmAnicate with the Auto Club and request that such
a survey be made.

Request To State Railroad Com.~ ssien
to Make Grade Crossing Survey.
The Traffic Co--tree of the ~iwic Commercial Association also
advised that the State Railroad Commteeion is willing to make a general
survey of grade crossing conditions within the City at ~o expense to the
City of Bakersfield and upon a motion by Benson, seconded by Headen, the
City Clerk was instructed to request the Railroad Co~ission to do so.
Adoption of Resolution Ordering from the
City Engineer a Report Pertaining to Costs
and Maintenance of Operation of Electrolier
System ~ithin the City.
Upon a motion by Benson, seconded by Headen, a resolution in-
structing the City Engineer to prepare a report pertaining to costs of
maintenance and operation of the existing Electrolier system was adopted

Upon a motion by He,den, seconded by Corbett, action on proposed
agreement covering the proposed recovery from the State of California of

Claim of 0il Land Map Company Allowed.
Upon a motion by Carleck, seconded by Benson, the City Auditor
was instructed to issue a Errant to the 0il Land Map Company in the sum
of $216.88, covering the preparing of photostatic copies of land plats.

The Engineer submitted a report covering costs of maintenance
and operation of existing and propesed street lights and upon a motion by
Walters, seconded by Corbett, action on same was deferred.

to City Planning Commission.
A protest signed by sixty-eight residents of the City, protest-
ing against the proposed reopening of ~L" Street through the Emerson School
property was read, and upon a motion by Carlock~ seconded by Headen, the
matter was referred to the City Planning Commission with instructions to
meet with the Bakersfield City School Board with a view toward arranging
ways and means to reopen the street.

A petit ion presented by the Boosters Club of Greater Bakersfield,
asking that steps be taken to construct a Rest Room on Baker Street similar
to the one on l?th Street and Chester Avenue, and also advocated the cons-
truction of sidewalks on Union Avenue, from 19th Street to the Lincoln School
building was read, and upon a motion by Corbet~, seconded by Headen, was accepted
and ordered placed on file.

was authorized and instructed to issue a warrant for $55.00, to cover one-half
page of advertising space in the June issue of the California Real Estate t~agazlne.

A protest signed by 42 residents liviag in the vicinity of Beech
Street and Chester Lane against the continued operation of the Public Pound
at that place was read, and upon a motion by Corbett, seconded by Headen,
was ordered placed on file.

Nayor Authorized to Execute Sewer Farm
Lease from %he City to Bullock & Bower.
Upon a motion by Headen, seconded by ?falters, the ~;ayor
was instructed to execute an agreement,on behalf of the City, with Bullock
and Bower covering the lease of the City Sewer Farm for agricultural purposes,
for a period of time expiring June 27, 1932.
City Health Officer Instructed to Report
on Condition of Dump Yard.
Upon a motion by Corbett, seconded by Benson~ the City ~alth
Officer was instructed to r~.ke an immediate investigation of the City Dump
Yard and to furnish a written report of his fieldings to the Council as quickly
as possible.

City Attorney were instructed to take the necessary steps to abate the nuisance.

Committee Appointed to Make Final Draft
of New License Ordinance.
Upon a motion by Benson, seconded by Johmson, tho Mayor was
requested to appoint a committee to make a final draft of the proposed
New License Ordinance during the week and %o submit a completed Ordinance
to the Council for their consideration at the next Regtlar Meeting. The
~yor appointed Councilmen Headen and Oarlock on the Committe~.
Adoption of ~ergency Pound Regulation
Ordinance No. 345 New Series.
Upon a motion by Benson, seconded by Corbett, Emergency Ordinance
No. 345 New Series, regulating the public pound was adopted as road by the

asking that steps be tahen to pave the alleys running north and south, between
Chester Avenue and K Street, from 22nd Street to 29th Street, and also the
alleys running north and south between Chester Avenue and I Street, from 25th
Street to 28th Street, with § inch cement concrete was read, and upon s motion
by Carlock, seconded by Corbett, the City Engineer was ordered to prepare the
necessary plan and specificetions to cover.
Petition for Property on West Side of Union
Avenue to be Included in Industrial Zone,
Referred to 'the Planning Commission.

dated November 5th, 1930 covering the assignment of a Contract between
E. W. ~Vinters and the City of Bakersfield, dated June 27, 1922, providing
for the collection and disposal of rubbish, garbage, etc. , was presented
to the Council for their approval, and ai%er some discussion, upon a motion
hy Benson, seconded by Headen, the City ~nager was instructed to make an
immediate demand on Geo. H. Barnett and his Bondsmen for the money now due
the City of Bakersfield,on above mentioned contract and if not paid at once,
the City Attorney ~,~ll bring suit on behalf of the City to collect the account
from Geo. H. Barnett or his Bondsmen.
