Minutes of the Regular Meeting of January 12, 1931 were read
and approved as read.
Appointment of Councilman Headen to
Represent City Council at Proposed
New Highway Conference.
A comm,unication from the Civic Commercial Association, calling
a conference for the purpose of discussing two proposed projects, relative
to the routing of a New State Highway from the City limits, and asking
that a member of the Council be appointed to represent that body at that
meeting was read, and upon a motion by Carlock, seconded by Walters,
Councilman Headen was appointed to represent the City Council.
Petition from Electors, Requesting
a Charter Amendment Election to Cover
Civil Service in Miscellaneous Doper%-
merits, Filed.
A petition signed by 2?9§ electors of the City, petitioning
the Council to call an Election to submit to the voters a proposed
Amendment to the City Charter, covering Civil Service in Miscellaneous
Departments was read, and upon a motion by Headen, seconded by Walters,
was accepted.
Allowance of Claims.
Upon a motion by Carlock, seconded by Benson, claims as
audited by the Finance Committee were allowed and the Auditor was
instructed to issue warrants on the Treasurer to cover same.

Upon a motion by Headen, seconded by Carlock, a petition from
Mr. L. E. Price asking for a refund of a portion of license fee paid by
him to operate rent car was denied owing to opinion of the City Attorney
that the refund can not be legally granted.
Appointment of City Manager Clarke as
a Member of the Bakersfield Convention
Nureau.
Upon a motion by Headen, seconded by Johnson, City Manager
W. D. Clarke was appointed by the Council to act as a member of the
Bakersfield Convent ion Bureau.
Adoption of Resolution Proposing an
Amendment to the Charter, Pertaining to
the Collection & Disposal of Rubbish ~
and Garbage.
Upon a motion by Corbett, seconded by !Valters, a resolution
proposing an amendment to the Charter, pertaining to the granting of
franchises covering the collection and disposal of rubbish and garbage
was adopted as read by the follov~ng votes

for Dog and Pony Show, March 21, 19S1.
Upon a motion by Walters, seconded by Johnson, the Local Pyramid
of Sciots was granted a free license and permit to conduct a Dog and Pony
show on March 21, 19S1, the net proceeds of which will be used for
charitable purposes.
Committee Appointed to Confer with Rep-
resentatives of the Civic Commercial
Association, Mr. Hopper and Associates,
re-straightening of 24th Street from L
to M Streets.
A comsnunication /'rom the Civic Co~ercial Association recom-
mending thai a committee be appointed to confer with ~. Hopper and his
associates and representatives of the Civic Con~mercial Association rela-
tive to the advisability of straightening of 24th Street, between L
and M Streets, was read and upon a motion by Johnson, seconded by Carlock,
the M~yor was requested to appoint a committee to act on behalf of the
Council. The Mayor appointed Councilmen Headen, Walters, Johnson and
the City Engineer.
Acceptance of City Treasurer's Financial
Report for eanuary, 1931.
Upon a motion by Corbett, seconded by Headen, the City Treasurer's
Financial Report for the month of January 19S1, was accepted and ordered
placed on file.
Adoption of Ordinance No. 361 New Series,
Amending Employees Extra Compensation
Salary Ordinance No. 2§9 New Series.
Upon a motion by Walters, seconded by Corbett, Ordinance No.S61

Providing for the Improvement of City
Streets out of Moneys Derived by the

Upon a motion by Corbett, seconded by Benson, Senate Bill No. S86,
which provides that City Streets forming a continuation of the State High~y
shall be improved out of moneys derived by the State fromm taxes on gasoline,
was endorsed by the Council and the City Clerk instructed to address letters
to State Senator V~agy and Assemblyn~n Patterson asking %hat they support the

California Highway Commissioner,
Relative to Proposed New Northern
Outlet to City, Accepted.
A communication addressed to the Council by Mr. H. A. Hopkins,
Member of the California Highway Commission, relative to the proposed
acquisition of land necessary for the widening of S4th ~ree% to 100 feet,
and the improvement of that throughfare by the State to form a part of the
State Highv~y System, and the construction of a new Bridge across Kern PAw~r~
paralleling the present Chester Avenue Bridge, was read and upon a motion
by Corbett, seconded by Walters, the plan was'accepted and the Council
went on record to assist in any way pos~ible to carry out the contemplated
project. The matter was also referred to the City Flanning Commission for
their recommendation.

Donation Toward Convention of Fedsration of
Merchant Plumbers.
In compliance with a communication presented by the Civic Commercisl
Association, upon a me, ion by Headen, seconded by Johnson, the City Auditor
was authorized and instructed to issue a v;arrant for $50.0O~in favor of the
Civic Co~nercial Association to be used to hel~ defray the expenses of the
Conve~ion of Federation of Merchant Plumbers to be held in the City k~rch 14th.
Protest Presented Against Sale of Bakery
Products Direct to the Consumer.
& letter addressed to the Council by the Bakersfield Cake Co., protesting
against the sale from house to house of Bakery Products was read, and upon a motion
by Headen, seconded by Benson, the matter was referred to the City Manager for
investigation and report.
Communication Pertaining to Underpass at Oak
Street, Referred to Planning Commission.
A communication addressed to the Council by C. N. Farrell, reconm~end~ng
that arrangements be made for the Santa Fe to construct underpass at Oak Street
and G Street was read, and upon a motion by Benson, secondsd by Walters, was
referred to the City Planning Commission.

Improvement District No. 609.
This being the time set to hear protests and appeals against
assessments levied for the improvement of District No. 609 and no protests
having been presented, upon a motion by ?falters, seconded by Corbett, the
assessment list was confirmed and approved without change.
L~atter of Private Garbage naullng Referred
to City I~anager and City Attorney.
A number of residents of the City appeared before the Council
and requested that if possible a permit be granted to a man homed Hall to
collect garbage from a certain section of the City. This garbage to be
taken outside the limits of the City to be fed to hogs. lfter some discussion
upon a motion by Benson, seconded by Johnson, the matter was referred to the
City ~nager and City ~ttorney for investigation and report.
Endorsement of City Council for Refund
of San Joaquin Light & Power Company's
Surplus to Agricultural Users.
Upon a motion by Benson, seconded by Corbett, the Council ~ent
on record as advocating that the surplus acquired by the San Jaaquin Light &
Power Company, over the amount allowed by law, be returned in the form of a
discount of the 1931 bills to agricultural usere only. The motion was carried
by the following vote:

Upon a motion by Reason, seconded by Johnson, the Nominating
Election Proclamation, consolidating Sixty-Seven(8?) Bakersfield Election

polling places for the Nominating Election to be held on ~rch 24, 1931 was
adopted as read.
Claim of ~¢a~s. Rose Agnew and Henry L. Agnew
for Damages, Referred to City Atterney.
A claim of Mrs. Rose Agnew against the City in the amount of
Five Thousand ($5,000.00) Dollars and the claim of Henry L. Agnew amounting
to Nine Hundred ~elve ($glY.GG) Dollars, originating frem alleged injuries
received by Mrs. Agnew caused by alleged defective sidewalk on 'the north sYde
of 20th Street, between I Street and Chester Avenue, on June 27, 19~10 were
read and upon a motion by Reason, seconded by Johnson, were referred to the
City Attorney for investigation and report.

Minutes of the Regular }~eeting of k~rch 2, 1931 were read
and approved as read.
Plan and Specifications ~rdered for Paving
Alley in Block 153, Bakersfield.
A petition was presented to the Council from property owners
affected, asking that steps be taken to pave the alley in Block 153,
Bakersfield, running north and south be%ween 23rd and 2~th Streets, and
,,con a motion by Carlock, seconded by Corbett~ the City Engineer was in-
structed to prepare the necessary plan and specifications to cover,to
provide for five inch cement concrete. Counci~.~n V falters voted in the negative
on this motion.
Approval of Plan for Private Improvement
District No. 2.
Upon a motion by Corbett, seconded by Johnson, plan. for the
improvement of Private District No. 2, coverin~i the paving of Oak Street,
over the culvert at the interssction ~ith the J-tine Canal and the paving
of 2&th Street, over the culvert at the intersection of T Street was approved
~nd the ~ork to be done under the supervision of the City Engineer and in
accordance ~ith existing ordi~i~nces.
Acceptance of City Treasurer's Financial
~eport for February, 1931.
Upon a motion by C~rlock, seconded by Corbett, the City Treasurer's
Financial Report for the month of February 1931 was accepted and ordered
placed on file.
Refund Granted to F. R. Kallock for Unused
Building Permit No. 672.
Upon a motion by Jalters, seconded by Corbett, the City Auditor
was authorized and instructed to issue warrant in the sum of ~;8.50 to
F.R. Eallock= covering refund of building permit fee due to building
not being constructed.

Dollars and the City Auditor authorized end instructed to issue warrants to
the individual election officer~ in this emoun~.

Upon a motion by Headen, seconded by Carlock, the l~yor was
requested to appoint a cormuittee ol~ three to investigate, relative to a
suitable place for t~e playing of indoor baseball on one of the pieces
of property o=ned by the City. The Mayor appointed Councilmen Benaon,
Headen and Walters.
Matter of Acquisition of Property Along
34th ~4reet to be Used for ~ate High,ray
Purposes.
Upon a motion by Benson, seconded by Johnson, the City !~nager
s. nd the City Engineer were instructed to co~.~nunicate '.riCh the State
Highway Commissioner relative to the proposed acquisition of necessary
property along 34th Street, to be acquired so that the State may improve
this thoroughfare. The City l~m~ger was authorized to do whatever is
possible to expedite this improve~:~nt.
Proposed Amendnent to License Ordinance,
Relative to Operation of Carnivals.
A petition signed by a number of business men of the City,
requesting ~hat the present License Ordinance be amended so that the
Robt. N. Clark Shows may operate in the City for a reduced License Fee,

instructed to amend the existing License Ordinance in accordance with a
petition, if same can be legally accomplished.

the construction of a modern highway through the Santa Barbara National
Forest was approved.

Band Toward Expenses of Convention at
Sacramento.
Upon a motion by Martin, seconded by Carlock~ the City Auditor
was authorized and instructed to issue a warrant in the sum of $10~.00
to the Kern County Union High School Band to be used to help defray
the expenses to be incurred during a convention soon to be held in the
City of Sacramento. The Council went on record as determinin~ that the
expenditure of the money will serve to advertise the City of Bakersfield.

giving the consent of the City Council to the Board of Supervisors of the County
of Kern, pertaining to the acquisition of necessary properties,in the City, to be
used for a connecting link to the State Highway, protests signed by approxin~tely
250 citizens against the adoption of the Resolutioa were read, as was also a
Resolution in favor of the adoption passed by the Local Post of the American Legiom.
Several verbal arguments both for and against the adoption were also heard. It
was then moved by Benson, seconded by Johnson, that a Reselution giving the
consent of the City Council to the Board of Supervisors of the County of Kern to
proceed in the matter of acquisition in Improvement District No. S, County of Kern,
be adopted as read. The motion was carrle~d by the following vote!
