HomeMy WebLinkAboutRES NO RA005-09RESOLUTION NO. kA O O 5 O 9 A RESOLUTION OF THE BAKERSFIELD REDEVELOPMENT AGENCY APPROVING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE INFILL INFRASTRUCTURE GRANT PROGRAM AND AUTHORIZING THE EXECUTIVE DIRECTOR OR DESIGNEE TO EXECUTE ALL NECESSARY DOCUMENTS. WHEREAS, the Bakersfield Redevelopment Agency, wishes to apply for and receive an allocation of funds through the Infill Infrastructure Grant Program; and WHEREAS, the California Department of Housing and Community Development ("HCD" herein) has issued a Notice of Funding Availability ("NOFA") for the Infill Infrastructure Grant Program established under the Housing and Emergency Shelter Trust Fund Act of 2006 (Proposition 1C) pursuant to the Infill Infrastructure Grant Program established by Part 12 of Division 31 of the Health and Safety Code (the "statute"). Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies made available by the State Legislature to the Infill Infrastructure Grant Program, subject to the terms and conditions of the statute and the Infill Infrastructure Grant Program Guidelines implemented January 30, 2009; and WHEREAS, the Bakersfield Redevelopment Agency wishes to submit an application to obtain from HCD an allocation of the Infill Infrastructure Grant Program funds in the amount of Ten Million Eight Hundred Forty Seven Thousand Two Hundred Dollars ($10,847,200); and WHEREAS, proceeds of the grant will be used to assist in the development of Mill Creek Area including the following infrastructure and park improvements: 17th /18th Street Mill Creek Plaza- hardscape Improvements, landscaping, safety fencing and lighting; Central Park landscape and hardscape improvements, 20th Street parking structure; Q Street Improvements - Streetscape, sidewalks, lighting etc.; Additional Street Improvements Required for South Mill Creek- sidewalks, streetlights, street trees, irrigation, curb/gutter, pedestrian crossings, and pedestrian walkways on S and R Streets and on 13th and 14th Streets. NOW, THEREFORE, BE IT RESOLVED that the Bakersfield Redevelopment Agency hereby: 1. Authorizes the Executive Director, or his designee, to execute in the name of the Bakersfield Redevelopment Agency the Application Package, the Standard Agreement, and all other documents required by the HCD for participation in the Infill Infrastructure Grant Program in response to the NOFA issued on January 30, 2009 which will request a funding allocation for the Mill Creek Qualifying Infill Area. That if the application for funding is approved for Ten Million Eight Hundred Forty Seven Thousand Two Hundred Dollars ($10,847,200), the Bakersfield Redevelopment Agency hereby agrees to use the Infill Infrastructure Grant Program funds for eligible activities in the manner presented in the application as approved by the HCD and in accordance with program Guidelines cited above.
