NOTICE IS HEREBY GIVEN that the Council of the City of Bakersfield will hold a
Special Meeting on Monday, November 7, 2011 at 5:15 p.m. at the City Council Chambers, 1501
Truxtun Avenue, Bakersfield, California, to consider the following:

Amendment 1 to Agreement No. 10-135 with Anthem Blue Cross for HMO Medical
Insurance for Eligible Employees.
RECOMMENDATION: Staff recommends approval of the contract.
BACKGROUND:
After concluding the collective bargaining process with the Employee Insurance Committee and
4wr following the recommendation of the Council's Personnel Committee, the City Council
approved the 2012 Health Care Contracts for eligible employees and retirees of the City of
Bakersfield on October 19, 2011. The one exception was the approval of the Anthem Blue Cross
HMO,
Due to a contractual dispute between GEMCare IPA (Independent Practice Association) and
Anthem Blue Cross (Anthem), which will result in a reduction in the number of available doctors in
the Anthem HMO provider network, Council decided to postpone approval of the Anthem Blue
Cross HMO to allow for additional time for Vice Mayor Couch and Councilmember Johnson to
convey the City's desire for Anthem and GEMCare to work out their differences, During a
conference call with Anthem, held on October 28, 2011, Vice Mayor Couch and
Councilmember Johnson clearly articulated the City's dsire to retain the GEMCare IPA in the
Anthem HMO provider network,
Communications between the City and Anthem took place as a result of Council direction and
Anthem reinitiated discussions with GEMCare IPA, Unfortunately, these discussions were
unsuccessful in resolving the contractual dispute between Anthem and GEMCare IPA and a
letter to this effect is attached to this Administrative Report.
In order to provide City employees with an adequate open enrollment period and to follow
through with the results of the collective bargaining process with the Insurance Committee, staff
is recommending approval of the contract for 2012.
