A RESOLUTION OF THE BAKERSFIELD
REDEVELOPMENT AGENCY AUTHORIZING
THE PURCHASE OF CALTRANS SURPLUS
PROPERTY LOCATED WITHIN THE OLD
TOWN KERN - PIONEER REDEVELOPMENT
PROJECT AREA.
WHEREAS, the California Department of Transportation ( "Caltrans ") owns
property located on the southeast corner of 24th and "M" Street ( "the Property "); and
WHEREAS, the Property is vacant except for a billboard; and
WHEREAS, Caltrans has gone through all of the procedures and has declared
the Property to be surplus to its needs; and
WHEREAS, no other California departments have a need for the Property; and
WHEREAS, Caltrans has had the Property appraised by a certified appraiser;
and
WHEREAS, the Bakersfield Redevelopment Agency ( "Agency ") has been
approached by a developer who recently acquired blighted real property across the
street from the Property (on the southwest corner of 24th and "M" Streets) and desires to
redevelop such property with a 41,000 square foot commercial complex ( "the Complex ")
and
WHEREAS, the developer desires to utilize the Property for parking for
employees and patrons of the Complex; and
WHEREAS, both the real property upon which the Complex will be developed
and the Property are located within the Old Town Kern - Pioneer Redevelopment Project
Area; and
WHEREAS, the developer will ensure that the Property meets all City of
Bakersfield requirements for surface parking facilities; and
WHEREAS, without access to the Property for parking purposes, the
development of the Complex cannot proceed and the blighted property will remain in a
blighted condition; and
WHEREAS, Agency desires to purchase the Property from Caltrans at the full
appraised value and transferring the Property to developer to create a surface parking
facility which will enable the redevelopment of the blighted property on the southwest
corner of 24th and "M" Streets; and

WHEREAS, such redevelopment of real property in the Old Town Kern - Pioneer
Redevelopment Project Area will benefit the entire project area.
NOW, THEREFORE, BE IT RESOLVED by the Bakersfield Redevelopment
Agency as follows:
1. That the above recitals are true and correct.
2. That the Bakersfield Redevelopment Agency authorizes the
purchase of the Caltrans -owned property located on the southeast corner
of 24th and "M" Streets for its full appraised value and according to the
terms of the Option to Purchase /Purchase Agreement attached hereto as
Exhibit "A ".
3. The Bakersfield Redevelopment Agency directs the Secretary to
forward certified copies of this Resolution and executed copies of the
purchase agreement attached hereto to Caltrans.

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Bakersfield Redevelopment Agency at a regular meeting thereof
