However, this Is not a joint meeting with the Kern County Board of Supervisors, and official business of the Kern County Board of Supervisors will not be conducted at this meeting. City of Bakersfield Vice Mayor David Couch, who is a member of MBACC, has been elected to serve as a member of the Kern County Board of Supervisors, and for purposes of enforcement of the Brown Act, he must be treated as if he has already assumed that office. (Government Code Section 54952.1) Therefore, the meeting must be noticed as a Special Meeting of the Kern County Board of Supervisors for purposes of enforcement of the Brown Act. 1. Public Presentations This portion of the meeting is reserved for persons to address the Committee on any matter not on this agenda but under the jurisdiction of the Committee. Committee members may respond briefly to statements made or questions posed. They may ask a question for clarification; make a referral to staff for factual information or request staff to report back to the Committee at a later meeting.
